GENERAL FUNCTIONS
To represent the YMCA of the USA's Youth Development issue portfolio which includes areas relating to our national legislative priorities such as early childhood development, education, juvenile justice, community service, head start, afterschool, child nutrition, criminal background checks and other issues that may impact Y's.
This position will work with Executive Branch officials to position the YMCA movement and promote our legislative agenda; work in coalitions (both for Government Relations Dept. and the YUSA Membership and Programs Dept.) regarding YMCA of the USA's youth/family/education and national legislative agenda.
This position will manage a portfolio of youth and family issues as determined by the YUSA Legislative Agenda. The position will lead to increased knowledge of the work of the YMCA by Congressional leaders and Executive Branch officials; will leverage new financial and technical resources for programs, YUSA and local Associations; and will increase the YMCA's presence and leadership in select coalitions with influence on the youth/family and generally our national legislative agenda.
KNOWLEDGE, SKILLS AND ABILITIES
- Bachelor's degree required; Master's degree is an asset
- Requires 5-7 years work experience on Capitol Hill and/or working within the policy/political community in Washington, D.C. This may include a combination of Hill experience, Executive Branch experience and nonprofit/association experience. The position requires competencies and knowledge of public policy issues, verbal and written communications, basic understanding of federal agencies and coalitions involved with these issues
- Must have an understanding of federated organizational structures
- Excellent analytical, people skills, and communication skills are required
- Must possess the ability to work within YUSA's organizational chart to collaborate with colleagues throughout the country and coordinate and collaborate with local YMCAs
- Must possess demonstrated ability to influence others to achieve objectives
- Proficiency with Microsoft Office Suite and internet research is required
- Excellent oral and written communication and presentation skills
- Ability to multi-task, be flexible and prioritize
- Strong interpersonal, verbal and written communication skills
- Ability to interact with tact and professionalism with all levels of the organization as well as represent the YMCA movement with professionalism in and before external audiences
- Advanced skills in organizing resources and establishing priorities
- Must have demonstrated ability to work in teams
- Commitment to character development values of caring, honesty, respect and responsibility
ESSENTIAL FUNCTIONS
- Work with guidance and coordination of the federal agenda from the Director of Federal Relations and direct supervision by the SVP, Chief Government Affairs Officer to further YMCA of the USA's impact and influence on the international dimension of the YMCA within the public policy arena and will further our influence on youth/family issues externally and internally(the position is 100% domestic)
- Work and coordinate with Government Relations colleagues to support the entire legislative effort
- Ensures that government grants generated by YMCA of the USA are distributed to YMCA's according to government contracts by tracking and measuring how government support benefits the YMCA of the USA and its members
- Represent YUSA at strategically selected coalition meetings that will further the Y-USA priorities
- Work with Government Relations team on strategy
- Conduct presentations and speeches to audiences on the subject when called upon
- Work with team to ensure successful annual advocacy days
- Works closely with YUSA departments such as Membership and Program. Serves as representative and liaison to MSPS (Membership Support and Program Services). Gathers information, shares with others, takes action on appropriations and legislation, and determines where the goals may be advanced
- Work with the Membership Support and Program Services Department along with Activate America colleagues to ensure support of strategic plan goals and legislative agenda priorities that impact youth/family
EFFECT ON END RESULTS/STRATEGIC IMPACT
This position supports the government funding process and also works with Congressional leaders and Executive Branch officials in leveraging new financial and technical resources. The incumbent will increase the YMCA's action in select coalitions with influence on the domestic and international scene.
Salary: $94,804 - $113,000
