Job Title: Director of Program and Policy

Job Overview
The Director of Program and Policy will be an expert with in-depth understanding of community colleges, institutional research and institutional change, higher education policy, student success interventions, developmental education, scaling and grants management.
Duties:
- The Director will report to the Vice President of Community College Relations and Applied Research and will be engaged in all aspects of Achieving the Dream operations and delivery of services.
- The Director will play a key managerial and advisory role on ATD's dynamic Program and Policy team to assure that the team's efforts are aligned with the mission of ATD and the larger ATD National Reform Network.
- Attend and present at national conferences, where assigned and as needed to disseminate ATD reform strategies and explore and learn about new cutting edge student success strategies.
- Provide strategic direction of ATD's state Policy work by collaborating with ATD's staff, policy partners and thought leaders in the area of higher education policy.
- Provide strategic direction of ATD's knowledge development work, create research-based criteria for the identification of effective community college initiatives and practices, community collaborations and peer coaching and leading efforts to improve teaching and learning to accelerate and sustain better student outcomes at ATD institutions.
- Put communications vehicles in place to create momentum and awareness as well as to test the effectiveness of communications activities among the colleges in the ATD Network.
- Manage the development and maintenance of case studies, college profiles, research initiatives regarding Knowledge Development.
- Help write, review and synthesize annual reviews, reports and other ATD reports and proposals
- Support media relations efforts by building relationships with reporters.
- Assist in the implementation of ATD's annual DREAM conference and support the DREAM Big for College campaign, which is a student-centered campaign to engage current students' voices in the national reform movement.
- Assist staff with research and talking points.
- Support communication with our Participating Institutions, particularly the Public Information Officers.
- Other duties as assigned.
Skills/Qualifications/Experience
Must be a strong communicator (written and oral) with excellent attention to detail, discretion, commitment to follow-through and strong management skills. Must understand operational concepts and have strength in knowledge development and policy. Must have the ability to manage multiple tasks simultaneously, work independently, and produce high quality work product within tight time constraints. Must recognize and commit to the urgency of ATD's mission. Ideal candidate will have a Masters degree and 7-10 YEARS COMMUNITY COLLEGE WORK. AGAIN, "7-10 YEARS OF COMMUNITIY COLLEGE WORK." High level thinking on state and national levels. Working in the ATD offices in Silver Spring a must.
Required technology skills: Microsoft Office and at least a basic understanding of HTML, Drupal, and Adobe Suite Products. Familiarity with Google Apps and mobile devices (iPad and smart phone).
