Clarification: "first-born child etc" refers to the stiff liability clause that many neighbors testified about at CM Cheh's hearing this week that deters them from engaging the Backflow Preventer Program.

Unlike the backflow preventer program, the rain barrel program lacks any requirement to sign away your first-born child etc.
