Key Issues Facing English Language Learners
Over the last decade, the number of English language learners enrolled in public schools increased from 3.5
million to 5.3 million, or by 51 percent. Achievement data suggest that these English language learners lag far
behind their peers on all academic indicators, including high school graduation rates.
At the same time, states are implementing Common Core standards, the Department of Education is issuing
ESEA waivers, and new assessments are being developed by the two state assessment consortia.
How do these factors affect English Language Learners' academic achievement?
