Position: Deputy Officer, Delivery Unit

Location: Delaware DOE - Dover

Reports to: Chief Performance Officer, Delivery Unit

The Delivery Unit Deputy Officer will have an unmatched opportunity to impact education reform not only in Delaware, but across the nation. The successful candidate will be an experienced manager with a track record of outstanding results. The candidate will have experience using data and an effective problem-solving approach to identify barriers to success and possible solutions. The candidate will have a track record of influencing senior leaders, and will have exceptional interpersonal, communication, and organizational skills to drive performance within the Delaware Department of Education (DDOE) and in districts and schools throughout the State. This critical role will report directly to the Chief Performance Officer, Delivery Unit.

Position Overview:

The Delivery Unit Deputy Officer will work closely with the Chief Performance Officer to ensure that the State is on track to meet its priority student achievement goals. The Deputy Officer will assist with the implementation of a performance management system to track performance against goals at the State, Local Education Agency (LEA), and school level. When performance is off-track, the Deputy Officer will help identify barriers to achieving goals and possible solutions to overcome these barriers. The Deputy Officer will work closely with local and State leaders to support and monitor the implementation of major reform initiatives.

The Deputy Officer will play an integral role in effecting systemic change within the school system, and will interact frequently with the federal government, state government, policymakers, national and local funders, national education experts, Delaware local school districts, charter schools, and others.

Responsibilities:

Support performance management at the State and LEA level:

  • Assist with the design and implementation of performance management routines at DDOE, such as individual stocktaking with the DDOE leaders responsible for major Race to the Top initiatives and regular stocktaking with the full DDOE leadership team
  • Assist with the design and implementation of performance management routines with LEAs, such as regular progress reviews and performance evaluations with LEA leadership teams
  • Support the implementation of a real-time performance measurement/management system that tracks performance indicators against the State's system-wide student achievement and attainment goals and is aligned with the State's RTTT objectives
  • Analyze, diagnose and provide potential solutions and supportive interventions to help the DDOE, LEAs, and schools overcome problems in implementation and performance
  • Identify and disseminate insights into best practice, opportunities to improve outcomes, and cross-cutting issues that could hamper performance
  • Support progress monitoring routines with U.S. Department of Education (USDOE)and ensure DDOE meets USDOE program requirements

Desired Qualifications and Skills:

Education: Bachelor's degree, Master's degree preferred.

Experience:

  • Operations and/or project management experience, or management consulting experience, ideally in education or related field
  • Demonstrated ability to drive outcomes and influence decisions in situations with and without direct authority
  • Proven experience in analyzing and drawing conclusions from data, and using data to inform decision making

Skills:

  • Entrepreneurial mindset, including demonstrated ability to problem solve effectively and efficiently, and to resolve organizational roadblocks
  • Superior project and performance management skills, and delivery of results against tight deadlines
  • Results-oriented professional with demonstrated ability to work independently and collaboratively
  • Demonstrated ability to manage relationships, provide constructive feedback and coaching, and maintain a positive, can-do attitude
  • Strategic thinker

Salary

Salary will be computed in accordance with classification, educational level, work experience of the individual selected, and other relevant factors. Direct deposit of payroll check is mandatory for state employees, and employees are paid on a lag pay schedule with first payment made after approximately one month employment

Notes

This is a new position at the Delaware Department of Education, and is funded with proceeds to be received through the Race to the Top (RTTT) award between 2010 and 2014. On March 30, 2010, Delaware was named as one of two states selected for Phase 1 funding of a Race to the Top competitive federal grant to improve education in public schools. The person hired will work closely with the Chief Performance Officer to implement the proposals outlined in Delaware's winning RTTT application. The continuation of this position beyond 2014 is expressly contingent in each succeeding fiscal year upon the availability of sufficient funds from state, federal, and/or appropriated special funds, and further contingent upon state allocated full-time equivalent (F.T.E.) authorizations in succeeding fiscal year budgets of the State of Delaware.
