[YEP-DC] US Department of Education Recruiting Grant Competition Reviewers

Dear YEP DC Subscribers,

We are contacting you to inquire about your willingness and availability to serve as an expert peer reviewer for the US Department of Education, Office of Safe and Healthy Students /Office of Elementary and Secondary Education fiscal year 2014 School Climate Transformation Grant competition to be held this summer. 

The purpose of the School Climate Transformation Grant (SCTG) program is to provide competitive grants to State educational agencies (SEAs) and local educational agencies (LEAs) to develop, enhance, or expand systems of support for, and technical assistance to, schools implementing an evidence-based multi-tiered behavioral framework for improving behavioral outcomes and learning conditions for all students. 

Reviewers will work individually and on a panel with other reviewers to independently evaluate and score grant applications based on the criteria established by the Department of Education. The Office of Safe and Healthy Students (OSHS) is looking for individuals to serve as peer reviewers for the School Climate Transformation Grant competition who have a background in one or more of the following content areas: 
  • alcohol, tobacco, and other drug prevention; 
  • character education and civic education; 
  • state education and/or local education agency-level school safety and security; 
  • school counseling and mental health; 
  • violence prevention and school climate improvement; 
  • multi-tiered behavioral frameworks such as Positive Behavioral Interventions and Supports (PBIS); and/or 
  • significant experience working at the elementary and secondary educational levels. 

The OSHS grant application peer review process is designed to ensure that each discretionary grant is awarded based on the extent to which applications address the evaluation selection criteria. To ensure objective and independent ratings, we rely on qualified, external peer reviewers to critically evaluate grant applications. Each year we assemble panels of educators, policymakers, and content experts to participate in our peer review process. 

The peer review process consists of an orientation, evaluation and scoring of applications consistent with established selection criteria, written reviews of each application to support the scores, and discussions with other panelists. The review process for each program is conducted electronically, eliminating the need for any travel to Washington, D.C. In order to participate, peer reviewers must have access to the internet, a phone, a printer, and the ability to interact in a web-based environment. 
Each peer reviewer is expected to commit approximately 35-40 hours to complete a review of applications on schedule. Reviewers will receive an honorarium after completion of required tasks and submission of mandatory forms.  

Peer reviewers will be evaluated based on how well individuals meet the following competencies and qualifications:
  • proficient writing, listening, and speaking ability; 
  • superior analytical skills, including the ability to provide thoughtful, objective evaluations of proposals using the designated selection criteria; 
  • relevant education, training, and/or experience in the subject area of the grant program, and knowledge of related evidenced-based programs and practices; 
  • knowledge of and/or experience with program planning, implementation, and/or research and evaluation processes; 
  • ability to work collegially with others in a team environment, and meeting established deadlines; and 
  • experience working with diverse communities. 

Reviewers will have to evaluate their personal conflict of interest, or the appearance of a conflict, prior to reviewing assigned grant applications. A peer reviewer is considered to have a conflict of interest when the reviewer, or certain individuals and entities with which the reviewer has a relationship, has a financial interest in the outcome of the competition for which he/she is serving as a reviewer. 

To Apply as a Reviewer

If you are interested, available, and are able to commit yourself to serving as an expert reviewer for the School Climate Transformation Grant competition, please upload a copy of your current resume to the G5.gov website. Please include in your resume a brief list of career highlights or bullet points outlining your specific expertise as it relates to the competencies detailed above. 

Next, Important Steps

Once you upload your resume to G5.gov and indicate interest in reviewing for the School Climate Transformation Grant competition, your information will be added to the SCTG program office's list of reviewers interested and available to review applications for the FY 2014 grant competition. Program staff will analyze the list of reviewers to ensure the cadre selected represents an appropriate mix of perspectives and experiences and will contribute accordingly to the highly rigorous, SCTG review process. If selected to participate as a reviewer, you will be notified by email to confirm your participation. 

This invitation will be placed on several of the Department's LISTSERVS. We ask that you please direct other experts in the above fields that may be interested in participating in this peer review to www.g5.gov.
