The U.S. Department of Education (ED) is seeking reviewers for the Turnaround School Leaders Program (TSLP) grant competition. We are contacting you to ask whether you may be willing and available to serve as an application reviewer between June 16 and June 27, 2014.
The purpose of the TSLP is to address the need for leaders who are prepared to lead effectively in turnaround schools and improve outcomes for students. In 2014, ED is holding a competition for fiscal year (FY) 2013 School Improvement Grants (SIG) national activity funds to support efforts to develop and implement or enhance and implement a leadership pipeline for SIG schools and/or SIG-eligible schools in an LEA or consortium of LEAs. Grantees under this program will-
1. Recruit and select promising current and prospective school leaders, using locally adopted competencies identified by the applicant as necessary to turn around a SIG school or SIG-eligible school;
2. Provide high-quality training to selected school leaders to prepare them to successfully lead turnaround efforts in SIG schools and/or SIG-eligible schools;
3. Place school leaders in SIG schools and/or SIG-eligible schools and provide them with ongoing professional development and other support that focuses on instructional leadership and school management and is based on individual needs consistent with the LEA's plan for turning around its SIG schools and/or SIG-eligible schools; and
4. Retain effective school leaders, using financial or other incentives, and replace ineffective school leaders.

Due to the foci of this year's competition, we are seeking reviewers who have expertise in:
1. Developing or evaluating school staff;
2. Principal recruitment, selection and preparation;
3. Principal professional development/coaching;
4. Program assessment and evaluation; or
5. School turnaround.
Reviewers will be mailed applications for review by June 11, 2014 and will independently review no more than 10 applications. Each reviewer will be assigned to a panel of three reviewers and will be expected to be available between June 16 and June 27, 2014 for several panel review conference calls to discuss applications. These calls will be scheduled by an assigned panel manager in consultation with panel reviewers. Reviewers will evaluate applications based on the criteria established by ED. Applications will be limited to no more than 40 pages of narrative responses, along with other required documents and forms. Each reviewer will receive an honorarium of $1000 for the completion of the panel review.
The names of individuals who express interest in serving as reviewers will be added to ED's list of experts available and interested in reviewing TSLP applications. ED will further screen prospective reviewers for availability and conflicts of interest.
Ultimately, ED will analyze the list of prospective reviewers to select panels of reviewers that will provide an optimal mix of experience and expertise to the review process for the competition. Prospective reviewers will be notified whether they have been selected to serve once panels have been confirmed, and also notified if they are not selected to serve. The number of panels and reviewers required will be based on the number of applications received. We expect to notify selected reviewers and alternates by June 3. All reviewers will be expected to participate in reviewer training via webinar on June 9.
