DC Public Charter School Board (PCSB) is setting a national model for creating quality public school options that is leading the transformation of public education in Washington, DC. As the city's independent charter authorizer, PCSB approves new charter applications, closes poor-performing schools and conducts effective oversight of charter school performance through its Performance Management Framework and other tools. Summary of the Job:
The Financial Manager is an integral part of both PCBS's internal operations as well as its oversight responsibilities for DC public charter schools. The Financial Manager acts as Controller and is responsible for the PCSB's finance operations, including functional oversight of accounting, assisting with payroll and benefits administration, account payable and receivable, contract compliance, grant administration, financial reporting, and auditing process. Also, the Financial Manager will assist with the budget development of PCSB and the 60 charter school agencies overseen by PCSB and oversee the administrative fee payment and reconciliation process. The Financial Manager will lead the compliance of PCSB's internal procurement contract process and review of school's procurement contracts.
The Financial Manager reports to the Director of Finance and Operations, works with other Finance and Operations Department team members, other department directors, board members, and external stakeholders.
Essential Functions and Responsibilities:
Accounting
- Manage day-to-day accounting operations of the organization.
- Supervise accounts payable, credit, collections, accounts and credit card reconciliation, inventory tracking and reconciliation, and billing to ensure the effective management and execution of monthly transactions.
- Collaborate with the Human Capital Associate to resolve payroll and employee benefit issues.
- Oversee vendor activity to ensure all monthly invoices have been received and processed.
- Review monthly billing and process request for reimbursement from grants.
- Manage cash disbursement and receipts processes.
- Other bookkeeping and accounting duties as assigned.
Reporting
· Prepare and analyze monthly financial statements of expenditures, encumbrances, and balances for both capital and operating fund accounts. Coordinates financial data to report out the composite financial results of operations to all levels of PCSB management.
· Advise and assist PCSB department leads by supplying financial management data, information and consultation required to make sound budgetary decisions.
· Prepare budgets associated with medium- and long-term funding needs/requests (e.g., grants) and manage all external financial reporting.
· Manage, in conjunction with the Director of Finance and Operations, organizational cash flow with bi-weekly reports.
· Work with the Director of Finance and Operations and Finance Committee in the annual budgeting and planning process, administer and review all financial plans, analyzing any variances. Participate in five and ten year planning for future growth.
· Participate as needed in regular meetings with auditors, Finance Committee and the Leadership team.
· Coordinate all audit activity, both organization and contract specific.
Internal Control and Policy Creation
- Monitor internal controls and safeguards for receipt of revenues, costs, payables, program budgets and their actual expenditures.
- Assist with the development of PCSB's internal controls and procurement policies to maintain proper financial controls.
- Ensure compliance with local, state and federal financial reporting requirements, as well as those set by private funding sources.
- Conduct financial analyses for use in PCSB's policy creation and decision-making.
- Other special project duties as assigned.
General Operations and Special Projects
· Lead PCSB's internal contract approval process in conjunction with the agency's legal and human capital departments.
· Assist with the budget development of the 60 charter schools overseen by PCSB.
· Oversee PCSB's administrative fee payment and reconciliation process.
· Assist with the review of the charter school procurement contracts.
· Other special project duties as assigned.
Qualifications, Experience, and Qualities:
· Bachelor's degree in accounting, finance or related field required, MBA and/or CPA preferred;
· 5+ years of management accounting and financial experience required, previous experience in bookkeeping is highly preferred;
· Experience in nonprofit finance coordinating audit activities, managing, reporting and forecasting financials; solid accounting training and experience, especially cost allocations, balance sheet accounting and budget tracking; experience in grants management as it relates to compliance and reporting of government and foundation fund.
· Demonstrated understanding of Generally Accepted Accounting Principles derived from professional experience;
· Knowledge of QuickBooks and other similar accounting software applications;
· Proficiency in Microsoft Office applications; excel and access expertise and strong data-management required;
· In-depth knowledge of financial analysis, financial model-building and interpretive statistics;
· Commitment to PCSB's mission, vision and values required, familiarity of the DC Government and its budget process preferred;
· Ability to work independently while also being an effective, supportive, contributing team member;
· Ability to handle multiple tasks/activities simultaneously while meeting deadlines and maintaining quality;
· Keen attention to details and a track record of exceptional performance;
· Strong written and oral communication and interpersonal skills;
· Demonstrated flexibility, personal initiative, and sense of humor;
· Adaptive to feedback, reflective, and focused on continuous improvement.
Compensation
Salary for this position is competitive and commensurate with experience prior experience. In addition, a comprehensive benefits package is included.
