Job Summary

 

The Deputy General Counsel reports to and supports the General Counsel of the DC Public Charter School Board ("PCSB") in rendering counsel and advice to the Executive Director, Board members, and agency staff on legal and policy issues. The Deputy General Counsel will apply a wide range of legal and policy knowledge, expertise, and judgment to all phases of PCSB's operations, including but not limited to application of the DC School Reform Act, grants and contracts, ethics, employment issues, and education law.  Ideally, candidates should have six to eight years of transactional law or litigation experience and be knowledgeable about laws and policies related to or impacting charter schools, including the DC School Reform Act, the Elementary and Secondary Education Act, special education laws and regulations, and laws and regulations governing data privacy in education.

 

Essential Functions and Responsibilities

·       Provide counsel in policy development and identify legal issues and risks associated with the Board's operations.

·       Provide counsel and legal advice on all aspects of contract and procurement, including assessment of charter school compliance with contract and procurement laws and PCSB's contract and procurement practices.

Perform due diligence on new and existing charter schools with regard to management contracts, charter agreements, facilities agreements, and contract and procurement operations.

·       Draft documents, including procurement and consultant contracts and agreements, charter agreements, charter amendments, board policies, and correspondence.

·       Analyze charter school applications, governance documents, reviews, and renewals to ensure fidelity with PCSB requirements and applicable state and federal laws.

·       Attend Board meetings and provide legal advice to Board members in absence of General Counsel.

·       Review and revise organizational policies and procedures for compliance with applicable laws and regulations.

·       Foster and maintain working relationships with external charter school leadership, and local agencies (e.g., Office of the State Superintendent of Education, Office of the Chief Financial Officer, and OIO). 

·       Other duties as assigned.

 

 

Education and Qualifications

·       Juris Doctor from an accredited school of law is required

·       Must be licensed to practice law in the District of Columbia or have already submitted application for admission to the Bar of the District of Columbia

·       Six to eight years of legal practice required

·       Excellent communication, interpersonal, and writing skills, as well as strong personal judgment

·       Highly skilled in legal principles and practices pertinent to Federal, State, laws, codes, regulations

·       Experience with the DC education system preferred

 

Compensation

Salary for this position is competitive and commensurate with prior experience. In addition, a comprehensive benefits package is included.
