Greetings Bloomingdale/LeDroit Park Residents:

 

As you are aware, DC Water has been working diligently in recent weeks to coordinate another series of public meetings during which we plan to formally introduce our design-build contractor for the First Street Tunnel project and provide information about scope and schedule for the tunnel construction in greater detail.

 

The purpose for this email is to inform you that the meetings have now been scheduled. Similar to the first meetings held during the summer, there will be four meetings as each will focus on one of the identified construction staging areas during the project. Unlike the summer meetings, however, these will all be held at DC Water's Bryant Street Pumping Station, located at 301 Bryant Street, NW. Each meeting has been scheduled for 7:00pm – 9:00pm, and please remember to bring photo identification for access to our facility. The schedule of meetings, listed on the attached meeting notice, is as follows:

 

Tuesday, January 7, 2014

·         Focus will be on McMillan cells used for Channing Street Mining Shaft

 

Tuesday, January 14, 2014

·         Focus will be on First and V Streets

 

Thursday, January 23, 2014

·         Focus will be on Flagler Place and Adams Street

 

Monday, January 27, 2014

·         Focus will be on First and Thomas Streets

 

***In case of inclement weather for one or more of the meetings, we will reschedule for another date in early February.***

 

As normal practice, we are with this email reaching out directly to many residents in the affected blocks with the electronic notice, and we will be placing the notice in the mail to residents as well. In addition, we will be hand delivering hard copies of the notice beginning Monday, December 23, and will also be placing the notice onto our website for added convenience. We hope that you will please plan to join us at one or more of the meetings so that we may address any comments, questions or concerns you have.

 

Aside from the public meetings, we are continuing our pre-construction field investigation work in the area in support of the First Street Tunnel. This phase of soil testing has already begun at Channing Street (McMillan Sand Filtration Site), and will soon be coming to Adams Street, V Street and Thomas Street. A total of 8 new site borings are being drilled from Wednesday, December 18, 2013 through Wednesday, February 5, 2014, weather permitting. Daily work hours will be from 7:00am to 7:00pm, Monday through Friday, and other important information on the field investigation work can be found on the attached notice, which will be mailed, hand delivered and posted to the DC Water website together with the public meeting notice.

As we embark upon another Holiday Season, DC Water would like to provide you a "snap-shot" update on our projects in your area-

 

1)    Small Diameter Water Main Replacement Project (2nd Street, NW, from Thomas Street to Florida Avenue, and 100 Blocks of Seaton Place NW and S Street NW)

·         2nd Street, from Thomas Street to Rhode Island Avenue

o   Installation of new water mains is now complete

o   Disinfection of new mains is now complete

o   Transfer of individual property service connections to the new mains is tentatively slated for completion in the upcoming two weeks (remaining work will be done concurrently with Seaton Place)

 

·         100 Block of Seaton Place

o   Installation of new water mains is now complete

o   Disinfection of new mains is tentatively slated for completion in the upcoming two weeks (remaining work will be done concurrently with Phase 1 of 2nd Street, highlighted above)

o   Transfer of individual property service connections to the new mains is also tentatively slated for completion in the upcoming two weeks (remaining work will be done concurrently with Phase 1 of 2nd Street, highlighted above)

 

·         2nd Street, from Rhode Island Avenue to Florida Avenue

o   Work along this portion of 2nd Street is pending, but will be starting in the coming weeks

 

·         100 Block of S Street

o   Work at this location is also pending, but will be starting in the coming weeks

 

·         Overall project is still on schedule for completion in January 2014, depending on favorable weather conditions

 

·         Milestones – This project has been coordinated closely with the First Street Tunnel construction. As such, the initial focus was placed on 2nd Street, NW, between Thomas Street and Rhode Island Avenue so that this portion of work would be completed prior to the start of the Tunnel. Our Contractor has, however, worked expeditiously to not only complete much of the work at this location, but has also completed water main installation on Seaton Place as well

2)    First Street Tunnel

The First Street Tunnel Project is moving from final design into the construction phase. DC Water hired the design-build firm of Skanska-Jay Dee (SKJD) to perform the construction work. The tunnel project will begin in February 2014 and extend through March 2016.  Currently, DC Water is working with SKJD on preparing a series of public meetings tentatively scheduled for January 2014. The purpose of the meetings will be to introduce the contractor, describe the scope and schedule of the work in greater detail, and identify key community contacts during the project.  More details on these meetings and formal meeting notices will be forthcoming, so please stay tuned…

 

In the interim, DC Water is conducting pre-construction surveys for abutting properties with the aim of recording the pre-construction condition of homes within the zone of influence of the construction project. During the pre-construction surveys, DC Water staff take photographs and video of properties abutting the tunnel alignment.  This service is still available to property owners, so please contact Mr. Tom Lindberg with our Outreach team to schedule a survey or for more information. Concurrent with DC Water pre-construction surveys, Washington Gas and Pepco are in the neighborhood relocating utilities in advance of tunnel construction. A number of the service lines and direct connections are older and must be replaced, so check with Washington Gas or Pepco regarding the scope and schedule of the work near you.

3)    Bryant Street Pumping Station Discharge Piping Replacement Project

 

·         Phase 1 of the project has been successfully completed, as pipe replacement and restoration of disturbed roads, sidewalks, curb and gutter and grassy areas has now been completed along portions of 2nd Street, Bryant Street and Adams Street

 

·         Milestones – Despite an initial completion date of August 2014 for Phase 1 of the project, our Contractor has worked expeditiously to complete this portion of the work approximately 11 months ahead of schedule! Phase 2, originally scheduled to start in August 2014 immediately following Phase 1, is currently underway. We anticipate an early completion for Phase 2 of the project as well, depending on favorable weather conditions and continued successful coordination with DC Water and other projects in the area.

For those of you who may have questions regarding construction activity during this week's festivities – Per the mandated "Suspension Of Work In The District," issued by DDOT for the Thanksgiving Holiday, non-emergency construction activities are not permitted on Wednesday, November 27 nor on Thursday, November 28. Work may resume as previously scheduled on Friday, November 29. I can tell you that, for our Small Diameter Water Main Replacement Project, work will resume next Monday, December 2.
