IHEP has two new positions open on its research team.

Director of Applied Research

 

The Institute for Higher Education Policy (IHEP) is a Washington, DC-based non-profit, non-partisan organization whose mission is to foster access and success in postsecondary education through public policy research and other activities that inform and influence the policymaking process.  IHEP serves as a resource for government agencies, higher education organizations, philanthropic foundations, and others committed to increasing access and success in postsecondary education. 

 

The Director of Applied Research will provide vision and leadership to IHEP's research team.  Along with the Vice President for Research, the Director leads IHEP's applied research and evaluation projects, with a focus on projects involving direct interaction with higher education institutions and leaders on issues related to our mission. The Director also will work with IHEP's senior leadership team to ensure the quality of research and evaluation products and inform the strategic direction of the organization. 

 

Reports to:           Vice President for Research

Supervises:           Research analysts, project teams, consultants, and temporary employees, as needed.

 

DUTIES AND RESPONSIBILITIES:

 

  • Directs a diverse portfolio of IHEP's applied research and evaluation projects, including allocation and supervision of personnel and other resources and oversight of budgets, deadlines, and deliverables.
  • Develops the capacity of project team members to engage in effective project and budget management and works closely with project team members to conceptualize and execute research and writing products. Also, helps build team morale, maintain communications across projects, and encourage a collaborative work environment.
  • Designs and conducts quantitative and qualitative research studies of practice-relevant postsecondary education issues, including conducting literature and practice scans, designing and performing data analyses, and summarizing findings.
  • Writes reports, briefs, concept papers, PowerPoint presentations, memos, and other content to disseminate research and analysis to key practice audiences.
  • Identifies new areas for research, develops project ideas, participates in proposal writing, and substantively contributes to strategic planning efforts for the department and organization.
  • Fosters and maintains IHEP's relationships with partnering organizations, funders, and other researchers and represents IHEP at conferences and meetings.
  • Collaborates with and provides assistance to other departments and staff as required.
  • Other duties, as requested.

 

QUALIFICATIONS

 

  • A master's or doctoral degree in education or a related field and a minimum of five years working in an applied research environment, including project and personnel management experience.
  • Experience with postsecondary datasets (such as IPEDS) and knowledge and experience with both quantitative and qualitative research methods required. Experience conducting evaluations strongly preferred.
  • Experience conducting on-site research with higher education institutions and producing research products aimed at practitioner audiences required.
  • Evidence of strong writing and communication skills with a record of publications and presentations.
  • Demonstrated ability to manage multiple projects and personnel as well as strong interpersonal skills to effectively lead in a team environment.
  • An innovative spirit, a continual desire to learn, and a drive for excellence.

Senior Research Analyst/Research Analyst

Based in Washington, D.C., IHEP develops innovative policy- and practice-oriented research to guide policymakers and education leaders, who develop high-impact policies that will address our nation's most pressing education challenges.

 

JOB SUMMARY

The Research Analyst is a qualified and experienced individual who conducts research that furthers the development of public policy agendas and provides project coordination in support of multiple organizational goals. 

 

PRIMARY RESPONSIBILITIES

·         Conducts quantitative and qualitative research and analysis of policy- and practice-relevant postsecondary education issues, including conducting literature and policy scans, designing and performing data analyses, and summarizing findings.  May also conduct evaluations.

·         Writes reports, briefs, concept papers, PowerPoint presentations, memos, and other content to disseminate research and analysis to key policy- and practice-audiences.

·         Engages in effective project management, which includes responsibility for content and logistic development, management of timeline and activities, communication with project participants, budget oversight, and funder reporting, etc.

·         Tracks developments in postsecondary education issues in the media, legislative and regulatory activity, and research and respond to time-sensitive requests from media and policymakers.

·         Collaborates with and provides assistance to other departments and staff as required.

·         Maintains IHEP's relationships with partnering organizations, funders, and others.

·         Other duties, as requested.

 

Depending on level of research and project management experience, candidates may qualify for a Senior Research Analyst position, with additional responsibilities:

 

·         Supervises multiple project teams and evaluates project teams on project development/outcomes.

·         Assists with the development and preparation of grant proposals/reports and contracts.

·         Generates new ideas that support strategic direction of the research division.

 

QUALIFICATIONS

·         A master's degree in an education- or policy-related field with 1-2 years of experience is required for the Research Analyst position. The Senior Analyst position requires a master's or doctoral degree with minimally three years of experience but preferably five or more years in a policy research environment.

·         Experience with postsecondary datasets such as IPEDS, BPS, and NPSAS preferred for the Research Analyst and required for the Senior Analyst.  Knowledge and experience with both quantitative and qualitative research required.

·         Evidence of strong writing and communication skills required. 

·         Must demonstrate ability to work independently and manage multiple projects as well as strong interpersonal skills to work effectively in a team environment.
