CALL FOR PEER REVIEWERS
The Full-Service Community Schools (FSCS) is a discretionary grant program seeking peer reviewers to read and evaluate applications submitted under the program's grant competition. The FSCS program encourages coordination of academic, social, and health services through partnerships between (1) public elementary and secondary schools; (2) the schools' local educational agencies; and (3) community-based organizations, non-profit organizations, and other public or private entities. The purpose of this collaboration is to provide comprehensive academic, social, and health services for students, students' family members, and community members that will result in improved educational outcomes for children.
We are seeking peer reviewers from various backgrounds and professions, including: State or local education officials, PK-12 teachers and principals, college or university educators, researchers, evaluators, and community development practitioners. The selected reviewers should have expertise in at least one of the following areas: education reform and policy, community and youth development, strategic planning and partnerships, and evaluation and research.
Education Reform and Policy:
- Experience designing, evaluating, or implementing effective educational programs (early learning, K-12, or college) that focus on teaching and learning inside and outside of the classroom for underserved neighborhoods or students;
- Experience developing policy to support comprehensive community change;
- Breadth of knowledge about current comprehensive school improvement strategies and research findings, including how to apply those strategies and research findings in a variety of settings; and/ or
- Expertise in effective early learning programs and systems, particularly those for undeserved students.
Community and Youth Development:
- Experience designing, evaluating, or implementing effective community and youth programs for underserved neighborhoods or students (from early learning through college), which may include but not be limited to initiatives in the areas of health, public safety, housing, financial asset building, internet usage and connectivity, arts and humanities, adult education, and community/family engagement;
- Breadth of knowledge about the current strategies and research findings regarding youth development, and how to apply those strategies and research findings in a variety of settings; and/or
- Understanding of and experience with integrating effective youth and community development programs in schools and education programs.
Strategic Planning and Partnerships:
- Knowledge of effective operational and organizational/management infrastructures (e.g. people, processes, accountability structures, technology systems, program and grant management);
- Knowledge of how to create and implement an effective business plan;
- Knowledge of or experience with building effective partnerships in a variety of sectors (education, legislative, private sectors, etc.) and successfully engaging diverse groups of stakeholders; and/ or
- Experience building capacity and financial sustainability in organizations.
Evaluation and Research:
· Extensive knowledge about current research findings in the What Works Clearinghouse (WWC) and comprehensive school reform models, with knowledge of how to apply those strategies in a variety of settings;
· Knowledge of data sources and measures of program implementation and outcomes;
· Knowledge and experience in developing logic models;
· Expertise with experimental and quasi-experimental research designs; and/or
· Understanding of and experience with proven research methods successful in integrating effective practices.
REQUIREMENTS: Peer reviewers will independently read, score, and provide written comments for grant applications submitted to the U. S. Department of Education under the FSCS program. Expectations for peer reviewers selected are:
- The application review will be conducted electronically from the reviewer's location.
- The reviewer must have access to the Internet, a phone, a printer and have the ability to interact within a web-based environment.
- The reviewer must be available to participate in an orientation session by conference call prior to evaluating the applications and participate in conference calls during the application review, typically a four week review period.
- The reviewer must provide detailed, objective, constructive, and timely written reviews for each assigned application.
- These reviews will be used to recommend applications for funding.

CONFLICT OF INTEREST: Please remember that if your organization intends to apply for a grant under the fore mentioned competition, you may not be eligible to serve as a reviewer. As a reviewer you will have a conflict of interest if:
- You helped prepare an application, regardless of financial interest in the success or failure of that application;
- You have agreed to serve, or if you have been offered a position, as an employee, advisor or consultant on the project; or
- Your personal financial interests will be affected by the outcome of the competition, which would include any family members, employees or associates of the project applying for funding.
