[YEP-DC] Job Opportunity with Baltimore City Public Schools

Job Summary:

An Analyst II in the Office of Achievement and Accountability's Research Services department  is responsible for conducting research and data analysis to inform and identify best practices for implementing City Schools' reform initiatives. The Analyst assists with the development of presentations, policy briefs and proposals. In addition, the Analyst will support the planning, development and implementation of processes and protocols that support the Office of Achievement and Accountability's primary responsibilities.  The Analyst will liaise with City Schools departments to further enhance cross-departmental work.

Essential Functions:
  • Collects, synthesizes, and analyzes data from a variety of internal and external sources, including student and school district databases, interviews with practitioners and national experts, and literature reviews.
  • Supports collection, verification, cleansing, and analyses of student data for the district and schools.
  • Surface key policy questions by creating statistical and narrative reports based on data and/or graphs.
  • Conducts statistical analyses using Excel and/or other statistical software.
  • Serves as a team member that demonstrates much flexibility in a fast-paced exciting work environment.
  • Keeps Director of Research Services abreast of all matters pertaining to the preparation of data scheduled to be released or disseminated to schools, central offices or external entities.
  • Works collaboratively with program evaluators in all phases of research design from preparation through final dissemination, of assigned research studies relevant to City Schools' student achievement. 
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board's policies and the professional standards for program evaluation.
Qualifications :
  • Bachelor's degree in statistics, policy analysis, economics, applied research or related field and three years of related experience; or a Master's degree and one year of related experience in related field.  Degree (s) must be from an accredited college or institution.
  • Three years of related experience which involved research, program evaluation, policy writing and data analysis preferred.
  • Experience with quantitative and qualitative program evaluation methodologies.
  • Strong oral and written communication skills; capable of communicating technical information to non-technical stakeholders including school staff, district office staff, and the community.
  • Ability to manage multiple projects with high accuracy in a high pressure, deadline regulated environment.

·         Proficient in the use of computer applications, including Microsoft Excel, statistical and/or data management tools.

·         Ability to demonstrate dedication to the vision, mission, goals, and objectives of City Schools so that each child will succeed.
