DCPS  serves  over  46,000  students  in  the  nation's  capital  through  the  efforts  of  approximately  4,000  educators  in  111 schools.  As  part  of  a  comprehensive  reform  effort  to  become  the  preeminent  urban  school  system  in  America,  DCPS intends  to  have  the  highest-­‐performing,  best  paid,  most  satisfied,  and  most  honored  educator  force  in  the  nation  and  a distinctive  central  office  staff  whose  work  supports  and  drives  instructional  excellence  and  significant  achievement  gains for  DCPS  students.

Position  Overview

The  Office  of  Human  Capital  (OHC)  ensures  that  DCPS  has  the  most  effective  teachers,  principals,  and  Central  Office  staff in  the  nation  so  that  we  can  provide  all  DCPS  students  with  a  world-­‐class  education  that  prepares  them  for  college, career,  and  life.  OHC  is  currently  comprised  of  four  divisions:
1.   Human  Resources;
2.   Teacher  Effectiveness;
3.   Principal  Effectiveness;  and
4.   Central  Office  Effectiveness.

The  Teacher  Effectiveness  (TE)  division  ensures  that  a  highly  effective  educator  fills  every  classroom  and  school-­‐based position.  Teacher  Effectiveness  is  comprised  of  two  teams:
1.   IMPACT;  and
2.   Teacher  Effectiveness  Strategy.

IMPACT  operationalizes  and  supports  the  implementation  of  IMPACT,  the  performance  assessment  system  for  all  school-­‐ based  employees.
  • The  IMPACT  Operations  team  manages  the  IMPACT  database,  conducts  data  analyses,  and  completes  all  work related  to  IMPACT  scores  and  ratings,  including  value-­‐added  and  other  student  achievement  metrics,  special education  metrics,  the  IMPACTplus  performance-­‐based  compensation  system,  and  the  Chancellors  IMPACT appeals  process.
  • The  Master  Educator  Program  includes  approximately  45  content-­‐area  experts  who  evaluate  teachers  twice  per year  (with  some  exception)  and  coach  new  teachers  in  the  targeted  40  schools.
  • Align  maintains  the  Teaching  and  Learning  Framework  (TLF)  platform,  a  state-­‐of-­‐the-­‐art  online  platform  that provides  training  and  norming  opportunities  for  all  evaluators,  including  school  leaders  and  master  educators.  The team  works  to  ensure  that  all  DCPS  evaluators  have  the  tools  they  need  to  accurately  and  consistently  apply  the TLF  during  classroom  observations.
Teacher  Effectiveness  Strategy  develops  and  implements  initiatives  to  leverage,  recognize,  reward,  and  retain  the districts  highest  performers,  supports  the  development  of  new  teachers  through  mentoring  and  other  professional development  opportunities,  and  supports  IMPACT  through  a  variety  of  robust  training  initiatives.
  • Strategy  is  responsible  for  continuing  to  iterate  on  IMPACT  and  LIFT,  the  teacher  career  ladder.  This  team  also manages  the  Teacher  Incentive  Fund  (TIF)  grant,  which  supports  various  teacher  leadership  opportunities,  as  well as  New  Teacher  Orientation,  retention  strategies,  and  the  Chancellors  Teacher  Cabinet.
  • Teacher  Development  Strategy  is  responsible  for  designing  a  more  coordinated  approach  to  teacher development  for  the  2014-­‐15  and  2015-­‐16  school  years.
  • Recruitment  and  Selection  is  responsible  for  the  recruitment  and  selection  of  teachers  and  educational  aides. They  also  manage  the  relationships  with  Teach  For  America  and  DC  Teaching  Fellows. 

The  Assistant,  Align  Team  (IMPACT)  role  is  a  unique  opportunity  to  work  within  a  model  program  for  teacher  evaluation and  support  in  order  to  help  reach  the  larger  DCPS  goal  of  ensuring  that  all  students  receive  a  high  quality  education  and are  prepared  for  college,  career,  and  life.

The  Assistant,  Align  Team  (IMPACT)  will  report  to  the  Director,  Align  Team. 

The  below  statements  are  intended  to  describe  the  general  nature  and  scope  of  work  being  performed  by  this  position. This  is  not  a  complete  listing  of  all  responsibilities,  duties,  and/or  skills  required.  Other  duties  may  be  assigned.
  • Supports  all  administrative  processes  that  apply  to  the  Align  TLF  Training  Platform,  including  day-­‐to-­‐day operations  and  responding  to  school-­‐based  staff  communications  in  a  timely  manner.
  • Builds  relationships  with  principals,  other  school  staff,  Master  Educators,  and  key  Central  Office  staff.
  • Develops  and  implements  process  improvements  to  increase  efficiency  of  the  Align  Team​s  operations.
  • Generates  memos,  reports,  and  other  basic  analysis  of  Align  Team  initiatives.
  • Collaborates  on  resources  to  support  evaluators  in  providing  high-­‐quality  feedback  to  teachers.
  • Assist  educators  and  Central  Office  staff  in  how  to  use  the  online  evaluator  platform.
  • Schedules  and  coordinates  program-­‐related  meetings,  conferences,  appointments,  and  logistics.
  • Interact  with,  and  respond  effectively  to,  urgent  requests  and  inquiries  from  multiple  external  and  internal  DCPS stakeholders.
  • Serves  as  a  positive  representative  of  DCPS  in  all  interactions  with  principals,  teachers,  school-­‐based  staff,  and external  contacts. 
Qualifications:
  • Bachelor's  degree  and  one  to  two  years  of  general  work  experience.
  • Previous  exposure  to  or  experience  in  the  education  sector  a  plus.
  • Knowledge  of  DC  Public  Schools  preferred.
  • Practical  experience  with  film  editing  software,  such  as  Final  Cut  Pro,  or  design  and  developmental  tools  such  as Adobe  Captivate,  a  plus.
  • Outstanding  interpersonal  and  teamwork  skills.
  • Strong  organizational  skills,  including  keen  attention  to  detail,  and  the  ability  to  adhere  to  strict  deadlines.
  • Exceptional  writing  and  oral  communication  skills.
  • Excellent  time-­‐management.
  • Strong  data  analysis  skills.
  • The  ability  to  learn  quickly,  work  in  a  fast-­‐paced  environment,  and  multi-­‐task  effectively.
  • The  ability  to  proactively  identify  challenges  and  work  to  find  solutions.
