What you need is a hotel which bills itself as a hotel "and Conference Center".  They'll have all the small and medium function rooms you desire plus two big rooms which can be opened up into one huge room, and they're used to dealing with special room rates and such for large events.

Be prepared to be some distance out from downtown if you want a reasonable price.  Metro access:  forget it.

Chris Athey's suggestion of talking to the Chambers of Commerce sounds like a good one.

Given the 10,000 sq feet requirement you may have to try the crystal city hotels near national ariport. The Gaylord is newer and nicer but it also is not close to DC. It has no metro access so folks are really stuck at the hotel. It is roughly a $45 cab ride downtown. That being said, it is a very nice hotel and it is huge.

How about the Capitol Skyline Hilton? They've been hosting lots of local events, and are metro accessible. It's close to Nats Stadium, and there's plenty of parking.
