School choice used to be reserved for parents who could afford to buy
a home nearby to a good public school or to send their child to a
private school. Others had access only to the frequently
low-performing schools in their zip code. Today, in many metropolitan
areas, school choice is becoming increasingly available to parents
regardless of income. Providing parents with school choice through
charter schools, virtual education, affordable private schools, and
open enrollment in traditional public schools offers not only the
possibility of increased parental satisfaction and higher levels of
student achievement, but also more education innovation and continuous
school improvement through the accountability that comes from schools
competing to attract and retain students.

On December 11, the Brown Center on Education Policy at Brookings will
release its annual Education Choice and Competition Index (ECCI). The
ECCI ranks and analyzes more than 100 of the largest school districts
in America on their extent of school choice and competition. At the
event, Brookings Senior Fellow and Brown Center Director Russ
Whitehurst will explain the ranking components, discuss the importance
of school choice, and announce the top-ranked districts in the 2012
ECCI. The scores for each district, along with the components of their
overall grade will be posted on the same day.

Governor Bobby Jindal of Louisiana will deliver a keynote address
offering his reflections on education reform in his state and the
nation in the context of school choice and competition.

After the program, the speakers will take audience questions.
