The bill is now sent to the Mayor for his consideration. Under the Home Rule Act, the Mayor has ten days (excluding Saturdays, Sundays, and holidays) after the bill is presented to him to either approve or disapprove the bill. The Mayor may take one of three actions when he considers the bill: 1) sign the legislation; 2) allow the legislation to become effective without his signature; or 3) disapprove the legislation by exercising his veto power. If the Mayor vetoes the legislation, the Council must reconsider the legislation and approve it by a two-thirds vote of the Council within thirty days of it having been returned to the Council. Once the Mayor has approved the legislation or the Council has overridden the Mayor's veto, the legislation goes to Congress for its review. Congress has 30 days to review the bill.
