Information about the Program Analyst position:

The program analyst’s main responsibility is to support Program Officers at NCES and state grantees in the monitoring and tracking of SLDS grants.  Numerous states have more than one active SLDS grant, and the SLDS grants are of varying length. The Program Analyst works closely with an NCES Program Officer to set up and conduct calls with states, document states’ progress and status, review grant and annual reports, conduct site visits, develop site visit reports, and oversee risk management and budget reviews.  The program analyst also coordinates grant monitoring efforts with the SLDS technical assistance providers.

Duties and Responsibilities

  • Manage a select number of states for one or many grant years and types in support of corresponding Program Officer at NCES; this includes defining the frequency of calls during a grant year, setting up conference lines, managing invitee list, tracking attendees and documenting call minutes.
  • Conduct conference calls with state grantees to monitor progress, identify potential problem areas and suggest referrals for SLDS-related technical assistance.
  • Document call notes, performance issues, and action items through GRADS (the grant monitoring website) and in grantee files; identify action items resulting from a conference call and write memos suggesting corrective action, if neccesary
  • Review annual reports and budget entries, updates and changes and other deliverables from the states. Communicate findings to NCES staff and draft documents
  • Assist NCES Program Officer in scheduling site visits; assist in site visits (travel required), develop site visit report for Program Officer and Technical Assistance provider (State Support Team) review.
  • Provide research and logistical support to State Support Team, including coordinating webinars and workgroups and drafting technical assistance resources.
  • Identify best practices and other documents for publication and dissemination across states and districts.
  • Assist in planning meetings, drafting correspondence and preparing agendas.
  • Assist in conference planning and organizing conference content and conference-related communication.
  • Identify best practices in grants monitoring and make recommendations for process and programmatic improvement
  • Coordinate across various offices at the U.S. Department of Education to improve  grant monitoring, technical assistance, and the integration of various efforts into data systems
  • Conduct research and synthesize information about issues affecting statewide longitudinal systems and data use, and about topics of interest to the SLDS community.

Other duties may be assigned as necessary.

Education and Qualifications

  • Bachelor’s degree in Education, public policy, public administration, or sociology preferred.
  • Past experience with the U.S. Department of Education, state or district grants is an added advantage.
