[YEP-DC] Job Opening -Council of Chief State School Officers, Senior Program Associate Innovation Lab Network

The Council of Chief State School Officers (CCSSO) is a nonpartisan, nationwide, nonprofit organization of public officials who head departments of elementary and secondary education in the states, the District of Columbia, the Department of Defense Education Activity, and five U.S. extra-state jurisdictions. CCSSO provides leadership, advocacy, and technical assistance on major educational issues. CCSSO seeks member consensus on major educational issues and expresses their views to civic and professional organizations, federal agencies, Congress, and the public.

The Innovation Lab Network is a collective of states working to develop, test and refine elements of a fundamentally different, learner-centered system of education that can guide all learners to achievement of world-class knowledge and skills through highly personalized learning linked to meaningful standards and facilitated through performance-based learning.

Position
CCSSO is seeking a Senior Program Associate to monitor promising innovations in the field of K12 education related to college and career readiness, help document and analyze innovations underway in the Innovation Lab Network, assist with the design and implementation of rapid prototypes and research projects, assist with development of a knowledge base to support the Network agenda, and develop effective strategies for cross-state sharing and collaboration. This position will work as part of a team supporting the nine states in the Innovation Lab Network. There will be opportunity to work with education leaders at the state, district and local levels as well as thought leaders and researchers at the national level. This Senior Program Associate will report to the Innovation Lab Network Director and will work with the team to support collective action among Lab states as they pursue a shared understanding of college- and career-readiness and explore implications for changes in the education system at the state, district and local levels.

This position is based at the CCSSO office in the District of Columbia, offers growth potential for the right candidate, and requires frequent travel.

Primary Responsibilities
• Staff the College- and Career-readiness Task Force, including: coordinating meetings; drafting talking points, briefing papers and other Task Force materials; and facilitating outreach to stakeholder groups
• Conceptualize and draft funding proposals and proposals to develop tools and resources that address needs identified by the states to support the college- and career-readiness (CCR) framework
• Work closely with the Research Services team of the Council to identify and synthesize recent research and studies that inform development and implementation of the Lab agenda
• Facilitate collective state action through coordinating co-design and implementation of Network activities and resources, such as shared communications collateral, cooperative piloting of performance assessment strategies, and cross-state professional learning experiences
• Assist Lab states with development of state-specific objectives and means to assess progress towards implementation of college- and career-readiness framework within their unique state and local context
• Promote the use of online collaboration and other technology-enabled solutions as a primary mode of Network interaction
• Design and participate in site visits to Lab states
• Work closely and collaboratively with the three CCSSO strategic initiative area (Education Workforce, Information Systems, and Standards, Assessment and Accountability) teams to leverage knowledge, expertise, and resources
• Work with staff across the Council to integrate and implement the agenda of the Innovation Lab Network within the context of the Council's strategic plan
• Provide support to Innovation Lab Network Director and Executive Director as needed in attending and presenting at meetings
• Represent CCSSO at meetings with various education organizations and other external audiences and promote the work of the Council
• Complete additional duties that may be assigned

Education and Experience
• Education: Master's degree in public policy, education or related field preferable, but not required
• Experience: At least five years professional experience, including at least two years of experience working at or directly with state education agencies or local education agencies. Experience in designing, conducting and/or synthesizing both quantitative and qualitative research to inform policy development is desirable. Experience coordinating or supporting a networked improvement community is highly desirable.
• Project management: Experience creating, coordinating, and concluding projects and grants with a great degree of attention to detail. Candidate should be able to manage multiple projects and tasks.
• Communication skills: Demonstrated ability to communicate effectively and clearly (orally and in writing) with internal staff at all levels, state education leaders, and external partners.
• Content knowledge: Practical knowledge of issues and trends related to education reform and systems transformation, innovation in public education, and policy related to college- and career-readiness
• Work style: Ability to work in a highly-collaborative team environment while demonstrating the ability to solve problems independently
• Organizational and personal skills: Ability to work under pressure, appropriately set priorities, and meet deadlines

This is a full-time exempt position with an annual salary commensurate with experience, and excellent fringe benefits.
