Position Overview
The Office of Specialized Instruction's (OSI) vision is for the District of Columbia Public Schools to be the district of choice for students requiring early childhood education, students with disabilities, and English language learners. We serve our students requiring additional supports by providing high-quality instruction and services as close to home as possible and in the timely and consistent manner they deserve.
The Inclusive Programming division works to provide a high quality continuum of services in an inclusive environment so every student with disabilities is prepared for success in college, career, and life. The division works with schools to design, implement, and monitor programs and supports for students with disabilities.
The Specialist, Inclusive Programming is responsible for overseeing the budget and spending of the Inclusive Programming Division and implementing processes to increase the efficiency of resource allocation. The Specialist will work closely with division leadership and program managers, as well as other OSI teams and DCPS offices, to ensure success.
The Specialist, Inclusive Programming Resources will report to the Manager, Inclusive Programming.
Essential Duties and Responsibilities

- Determines resource needs for program success within context of broader DCPS strategy and initiatives.
- Works with division leadership to develop and monitor division personnel and non-personnel budget.
- Works with program leadership to develop school special education staffing allocations.
- Monitors division inventory and spending; maintains inventory database; ensures division upholds efficient stewardship of resources; collaborates with program leaders so they have the tools and information they require to make knowledgeable financial decisions.
- Manages the development, modification, and approval processes of division contracts; interfaces with external and internal stakeholders to ensure contracts are completed efficiently and effectively.
- Creates detailed timelines for procurement; plans, tracks, and assesses the procurement process regularly using various computer programs and tools; develops strategies for continuous improvement and drives project completion.
- Liaises with various internal departments to drive collaboration and project success; interacts with and responds effectively to requests from multiple internal and external DCPS stakeholders.
- Helps manage the analysis and presentation of data and progress of division initiatives for leadership teams and external audiences.
- Develops strategy and clear, specific, and ambitious performance measures for individual projects that are easily translated into individual work goals and deliverables.
- Applies deep content knowledge and relevant expertise to DCPS projects and general operations; advises senior management in specific area of focus and helps build competency in others.
- Anticipates, identifies, and resolves complex obstacles to the success of procurement, budget and other operational projects critical to division goals.
- Interviews and surveys other colleagues and management teams to determine opportunities for improvement; researches specific issues and develops detailed recommendations and implementation plans to resolve.

- Bachelor's degree and three to five years of related work experience.
- Master's degree preferred.
- Previous exposure to or experience in the education sector a plus.
- Experience with organizational budgeting, procurement, and contracting.
- Experience utilizing data systems to plan and track budget and spending.
