Position Overview

The Senior Public Policy Manager – based in Washington, D.C. - will help to develop and implement strategies to influence legislation related to integral role that national service members play in education reform efforts. S/he will assist the City Year organization and the extended national service network in developing new and strengthening existing relationships on Capitol Hill.  Primary responsibilities include maintaining a current knowledge of national service legislation, elementary and secondary education policy, and other related legislation. S/he will produce policy memos, reports and updates for internal and external audiences, and help to engage and educate policy leaders and their staff through special projects and events.

 

Responsibilities

·         Maintain a current knowledge of national service legislation, elementary and secondary education policy, and other related legislation.

·         Summarize policy changes that are relevant to City Year's work to help organization and extended national service network understand and leverage opportunities created by legislation or new regulations.

·         Coordinate strategic responses to legislative activity via position papers and network mobilization.

·         Help to build awareness and understanding among education stakeholders of City Year's role as an urban education innovation by researching policies, studies, and reviewing reports relevant to City Year's work. Produce policy memos and reports for internal and external audiences to inform stakeholders of the importance of national service in school reform efforts.

·         Develop and execute strategy to influence education policy in support of funding and/or Whole School Whole Child conditions for success at the federal level through ESEA reauthorization and appropriations.

·         Assist in coalition-building and grassroots engagement projects and initiatives through Voices for National Service, to mobilize national service programs and supporters around relevant policy matters, including appropriations.

·         Help organization plan, run and leverage national and local events - including the National Leadership Summit, policy forums, Capitol Hill Days and other congressional events - to drive public policy goals.

·         Represent the organization in meetings with Members of Congress and their legislative staff.   

·         Liaison between Public Policy Department and City Year's Strategy and Growth and School Relations Departments for internal collaboration, coordination and alignment.

 

Qualifications

·         College degree is required, master's degree preferred.

·         Experience working on Capitol Hill or in issue-based advocacy required.

·         Commitment to the ideals of national service, the essential role members play in education reform efforts, and a passion for work that directly benefits communities.

·         Demonstrated ability to work independently, meet multiple concurrent deadlines, organize time and priorities, and works well as a member of a team.

·         Resiliency and flexibility in a fast-paced work environment.

·         Possess strong oral and written communications skills, excellent presentation skills and public speaking ability.

·         Creative and innovative thinker who can envision the effects of change and persuasively encourages others to "buy in" to new ideas.

·         Possess exceptional leadership skills, as well as a terrific work ethic accompanied by an ever-positive, get-it-done attitude.

·         Event planning and coordination experience is a plus.

·         National service experience is a plus.

·         Command of all Microsoft Office programs required.

·         Experience with government-relations, e-advocacy software (e.g. Capwiz) a plus.
