Position Overview The Office of Human Capital (OHC) ensures that DCPS has the most effective teachers, principals, and Central Office staff in the nation so that we can provide all DCPS students with a world-class education that prepares them for college, career, and life. OHC is currently comprised of four divisions: - Human Resources;
- Teacher Effectiveness;
- Principal Effectiveness; and
- Central Office Effectiveness.
The Teacher Effectiveness (TE) division ensures that a highly effective educator fills every classroom and school-based position. Teacher Effectiveness is comprised of two teams: - IMPACT; and
- Teacher Effectiveness Strategy (TES).
IMPACT operationalizes and supports the implementation of IMPACT, the performance assessment system for all school-based employees. - The IMPACT Operations team manages the IMPACT database, conducts data analyses, and completes all work related to IMPACT scores and ratings, including value-added and other student achievement metrics, special education metrics, the IMPACTplus performance-based compensation system, and the Chancellors IMPACT appeals process.
- The Master Educator Program includes approximately 45 content-area experts who evaluate teachers twice per year (with some exception) and coach new teachers in the targeted 40 schools.
- Align maintains the Teaching and Learning Framework (TLF) platform, a state-of-the-art online platform that provides training and norming opportunities for all evaluators, including school leaders and master educators. The team works to ensure that all DCPS evaluators have the tools they need to accurately and consistently apply the TLF during classroom observations.
The TES team develops and implements initiatives to recruit, develop, recognize, and retain a high-performing teacher force through four strands of work: - The Teacher Recruitment and Selection team is responsible for the design and implementation of DCPS's rigorous teacher recruitment and selection process. To support teacher recruitment, the team also manages the highly selective Capital Commitment Fellowship for top incoming teachers, DCPS's partnerships with Teach For America and DC Teaching Fellows, and the Teacher Selection Ambassadors and Social Media Ambassadors initiatives.
- The Teacher Retention and Recognition team is responsible for the LIFT (Leadership Initiative For Teachers) teacher career ladder, district-wide teacher recognition including the annual A Standing Ovation for DC Teachers event at the Kennedy Center, the Teaching In Action peer observation initiative, and other efforts aimed at recognizing and retaining the district's best teachers.
- The Strategy team is responsible for the design of the IMPACT evaluation system; manages DCPS's $62 million Teacher Incentive Fund (TIF) grant, which supports various teacher leadership opportunities; and leads the Strategic School Operations pilot, the Teacher Leadership Innovation pilot, and a variety of internal leadership opportunities.
- The Teacher Development Strategy team leads the MyPD pilot, an innovative and personalized approach to teacher professional development launching with 12 schools in the 2014-15 school year. The team also manages the EdPortal+ online learning platform.
The Specialist, Instructional Training will develop in-person as well as online professional development to support evaluators in deepening their understanding of the Teaching and Learning Framework (TLF) and in using this tool to provide high-quality feedback to teachers. The Specialist will also facilitate professional development for large groups and school-based teams, including organizing and leading classroom walk-throughs, in service of achieving increased scoring consistency across the district. The Specialist, Instructional Training (Align TLF Training Platform) will report to the Director, Align TLF Training Platform.

Essential Duties and Responsibilities The below statements are intended to describe the general nature and scope of work being performed by this position. - Leads classroom learning walks and instructional practice debriefs.
- Conducts conference calls where classroom videos are assessed using the Teaching and Learning Framework.
- Identifies video segments appropriate for instructional norming conversations.
- Generates memos, reports, and other analysis on the status of various align team initiatives.
- Interacts with, and respond effectively to, urgent requests and inquiries from multiple external and internal DCPS stakeholders including school leaders, master educators, and Office of Human Capital staff.
- Occasionally films DCPS classrooms, capturing video segments for the align TLF training platform.
- Proposes new initiatives to meet the goals of the IMPACT team and the Office of Human Capital.
Qualifications - Bachelor's degree and three to five years of related work experience.
- Master's degree preferred.
- Two or more years of PreK-12 teaching experience; four plus years of teaching experience highly preferred.
- Excellent analytical skills, including organizing and interpreting data and using data to inform training design, a plus.
- Experience in instructional design and working in a project management cycle preferred.
- Results orientation coupled with a strong work ethic.; excellent organization, coordination, and time management skills.
- Outstanding verbal communication, facilitation, and interpersonal skills.
- Strong technical aptitude with Microsoft Office Suite, particularly PowerPoint, and multimedia tools.
- Practical experience in design and development tools such as HTML, Adobe Photoshop, Adobe Captivate or filming software such as Final Cut Pro, preferred.
- Exceptional writing and editing skills.
- Creativity to imagine and produce new technology-based solutions to training and norming challenges.
- Ability to work with a diverse team comprising both educators and technology developers.
