DQC Is Hiring: Director, National and Federal Policy Initiatives Team Job Description: Reporting to the deputy executive director, this senior management position will provide strategic leadership as a member of DQC's leadership team and will lead efforts to develop and implement national and federal policy strategies designed to support DQC's mission. Essential Job Functions: • As a part of DQC's leadership team, actively contribute to organization-wide strategic planning, decisionmaking, and coordination of activities across the organization. • Manage a team of professionals on the National and Federal Policy Initiatives team. • Lead development and implementation of DQC's national and federal policy agenda and advocacy work, both within the national and federal policy team and across the organization. • Represent DQC in meetings, briefings, coalitions, and partnerships and conduct presentations. • Analyze, distill, frame, and communicate key issues of policy and practice at district, state, federal, and national levels in ways that advance DQC's policy agenda. • Stay informed about and keep DQC staff apprised of national and federal policy developments. • Identify new and emerging issues and define DQC relationship, role, and strategy. • Establish and maintain strategic relationships with national policy, research, and advocacy organizations, including seeking strategic opportunities for collaboration and partnership. • Facilitate and lead conversations among groups of diverse, high-level stakeholders. • Serve as DQC's liaison to federal policymakers, including establishing and maintaining relationships; education officials, members, and staff on issues central to DQC's policy agenda; and fielding requests for information. • Develop and oversee execution of goals, strategies, and work plans to advance special initiatives. • Oversee development and execution of deliverables, including written materials (memos, publications, web material, and presentation tools), meetings, and events. Candidates for the position must have the following experience, skills, and abilities: • 8+ years of related experiences, including management and supervision responsibilities. • Knowledge of education policy (the players and the politics), college and career readiness, and the national education policy landscape. • An understanding of how data use/systems fit into the larger education policy context. • Demonstrated experience with federal policymaking processes and implementation. • Experience representing an organization and its agenda externally to a variety of audiences. • Strategy and work plan development and management based on identified outcomes and goals. • Experience in skillfully organizing and executing strategic advocacy strategies. • Ability to effectively convey ideas and positions to numerous audiences—externally to technical and nontechnical audiences at various levels (e.g., partners, states, federal government) and internally in management situations—both orally and in writing. • Ability to manage the work of junior staff and contractors. • Ability to work typical weekday hours at the Washington, DC, office near Metro Center. • Ability to travel as much as 1–3 times a month. • Ability to work independently and as a member of a team.
