The Thomas B. Fordham Institute has released a new policy brief, Governance in the charter sector: Time for a reboot by Adam Emerson. The brief offers three policy recommendations to bring charter governance up-to-date:
- Existing charter networks that meet high-quality markers set by the state should be able to organize multiple schools under single boards.
- A contract should exist between the school's governing board and the management organization to ensure independence of the board and to disclose any conflicts of interest.
- Virtual charter schools should be authorized by a state-level authorizing entity.
