Executive Director of the College Park Academy
THE SCHOOL
College Park Academy (CPA), a public charter school focused on a rigorous college preparatory program, opened in August 2013. The school is the most advanced bricks and clicks middle and early college high school in the US, currently serving 375 students in grades 6, 7, and 8. By adding a grade per year, CPA will grow into a 700 student 6-12 college prep school attracting Prince George's County residents who seek one of the most rigorous college preparatory programs in the nation. CPA is sponsored by the 18 year old College Park City-University Partnership (CPCUP), the community development partnership funded by the City of College Park and the University of Maryland focused on attracting University faculty and staff, as well as other knowledge industry workers to Prince George's.
THE JOB
The CPA Board seeks an innovative, well organized individual to assume the position of Executive Director of the Academy. The Executive Director is the chief executive officer of CPA and CPA Plus, CPA's separately incorporated before, after and summer school enrichment program. Reporting to the Board of Directors, the Executive Director is the head of school and responsible for the effective performance of the school. Further, the Executive Director is the chief strategy, operating, marketing, communication and financial officer. The Executive Director oversees the principal who is the chief academic officer for the school. The principal implements the School's educational program and supervises the teachers and other academic staff. The Executive Director and the principal work together to provide students with a rigorous and stimulating academic experience. Nonacademic staff, contractors, consultants, vendors and business partners such as Connections Education (CPA's curriculum and online instruction partner), report to the Executive Director. The Executive Director:
- Manages the development and implementation of CPA's strategic plan;
- Is the school's primary staff interface with the Prince George's County Public School System, the University of Maryland at College Park, the City of College Park, Maryland State Department of Education and other institutional partners;
- Proposes annual budgets for Board of Directors' approval and provides timely financial statements to the Board as requested;
- Leads the effort to plan, fund, design and construct a permanent home for the school; and
- Manages the Academy's information technology equipment and infrastructure, buildings and grounds, and admissions processes.
The Executive Director assists the Board in all areas of school governance including the management of the School's relationship with the University of Maryland, the City of College Park and the Prince George's County School System and relationships with community leaders and elected officials.
The Executive Director is the CEO of CPA Plus, an independent non-profit designed to provide enrichment and extracurricular activities to CPA students and others on a fee-for-service basis. While the duties of the Executive Director generally mirror those associated with CPA, because CPA Plus is a small self-support organization, a hands on approach to marketing and sales is needed.
QUALIFICATIONS
Applicants need to be able to demonstrate results-focused experience in strategy, management, finance, marketing, and external relations in the public and/or private sectors. Interest in a rigorous college preparatory school is important, but experience in an educational organization is not required.
- Candidates will demonstrate successful leadership experience in a non-profit or for-profit setting.
- Candidates will exhibit effective communication and problem solving skills.
- Candidates will demonstrate successful management experience in the areas of finance, project management, information technology, marketing, strategic planning and building community support for the Academy's goals and programs.
- Candidates will demonstrate strong survey development and strong data analysis skills.
- Candidates will exhibit an ability to work effectively as part of a team which will include a hands-on governing board, community leaders and elected officials.
- Candidates will demonstrate strong fund raising and grant development skills.
- Candidates will have experience working with external constituencies and be able to enthusiastically embrace and communicate the Academy's philosophy, mission, program and values.
- Candidates will demonstrate a positive, cooperative attitude toward both the Prince George's County public school system and the County school system's unions.
MISSION
The vision for College Park academy is to become one of the top college preparatory schools in the nation. It is intended for highly motivated students interested in a rigorous academic program directed toward college entrance. The aim is to provide the opportunity for students to earn up to 60 college credit hours (including up to 25 UMD credits) while in high school to prepare them for college. CURRICULUM AND PROGRAM
CPA is one of the first "bricks and clicks" middle and high schools in the nation. As such, it blends both onsite and online instruction with an online curriculum. This blended approach allows students, faculty and parents to engage both on and off-campus. The school's web-based curriculum was created by Connections Education, one of the top k-12 online companies in the nation, serving over 50,000 students in more than twenty states. The online curriculum and instruction platform allows students to accelerate at their own pace and get remedial help in real time. Instructional technology will also allow a much wider array of courses to choose from than is available in tradition schools.
GOVERNANCE
A strong, positive relationship exists among the Prince George's County Board of Education, the City of College Park, the University of Maryland, and the Prince George's County Educators' Association. This lays a firm foundation for continuing success. The School is strongly supported by the President of the University of Maryland and the Mayor and Council of the City of College Park. Members of the Board of Directors include the Dean of UMD's College of Education, a former UMD Vice President for Administration and Finance, two College Park City Council members (one of whom is the Mayor pro Tem), a long time Prince George's County teacher and Chair of the City's Educational Advisory Committee and the local State Senator. While the Executive Director is not, most employees of the Academy are employees of the Prince George's County Board of Education.
