Position Overview
The Office of Specialized Instruction's (OSI) vision is for the District of Columbia Public Schools to be the district of choice for students requiring early childhood education, students with disabilities, and English language learners. We serve our students requiring additional supports by providing high-quality instruction and services as close to home as possible and in the timely and consistent manner they deserve.
The Early Stages division works exclusively with 3-5 year olds and is responsible for meeting the District's obligation under the Individual with Disabilities Education Act (IDEA) Part B/619 to develop a comprehensive child find system to identify and locate all preschool-age children in the District who have a disability. The core aspects of this work include: (1) a public awareness campaign, (2) citywide developmental screening initiatives, (3) a referral and intake system, (4) the special education evaluation/eligibility process, (5) the transition process from Part C Early Intervention and (6) interagency partnerships with government and nonprofit agencies, (7) data management to determine which children have been identified and are receiving services. Early Stages manages two centers at offsite locations.
The Manager, Early Stages Center is responsible for ensuring smooth day-to-day operations, managing center staff, responding to emergent issues, and being accountable for overall center performance in meeting federal and state compliance measures and Early Stages' goals. This position is a safety-sensitive position. As a result, throughout employment this position will be subject to the Employee Mandatory Drug and Alcohol Testing Policy.
The Manager, Early Stages Center will report to the Executive Director, Early Stages.
Essential Duties and Responsibilities
The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.
- Manages all aspects of an Early Stages Center; ensures center productivity and compliance with state and federal requirements; develops workplace culture; manages use of center facilities.
- Provides leadership for a staff of 20-40 (including managers, evaluation coordinators, related service providers, program coordinators and support staff).
- Performs managerial responsibilities, including assigning, directing, and evaluating the work of a staff of 10-20 (coordinators, related services providers, and managers).
- Provides daily supervision and immediate problem-solving as needed at an Early Stages Center.
- Gathers, monitors, analyzes and reports data related to center performance.
- Contributes to the Early Stages leadership team, including strategic planning, developing performance measures, and communicating strategic initiatives to Early Stages staff.
- Manages one or more strategic projects related to program development.
- Assists with the recruitment, screening and interviewing process for Early Stages staff.
- Assists with identifying and implementing professional development for Early Stages staff.
- Works under extremely tight deadlines in a fast-paced environment with multiple responsibilities.
Qualifications
- Bachelor's degree and four to six years of related work experience.
- Master's degree preferred.
- Master's degree in Special Education, Education, or a related field; experience in urban education, particularly urban school reform, and early childhood education a plus.
- Three to five years experience in the education field, two to three years in a management role strongly preferred.
- Strong knowledge of the core principles of IDEA and its implementation.
- Ability to determine priorities within complex circumstances and among competing demands.
- Ability to lead through coaching and collaboration, with the capacity to challenge others to excel despite obstacles and periods of ambiguity.
- Ability to proactively identify risks and develop innovative solutions.
- Strong analytical/problem-solving skills; ability to ask probing questions and think systemically.
- Experience and commitment to using data to make decisions and assess both program and personnel performance.
- Strong writing and speaking skills; ability to communicate compellingly with diverse audiences.
- Proficient with technology, specifically the use of databases and the Microsoft Office suite.
