Policy Analyst, Postsecondary Education/Workforce Development 

 

SUBJECT AREAS OF PRIMARY WORK

This position is in the Center for Postsecondary and Economic Success (C-PES), one of the policy centers at the Center for Law and Social Policy (CLASP), an anti-poverty organization that develops and advocates for federal, state, and local policies to strengthen families and create pathways to education and work. C-PES works to expand access to good jobs, career advancement, and economic mobility for low-income and low-skilled adults and disadvantaged youth. This includes policy advocacy around increasing the number of underrepresented students who earn postsecondary credentials, as well as aligning education, workforce training, and support systems.

This position focuses on developing and advocating for policies that improve access to and completion of postsecondary credentials among low-income adults, particularly those who are initially underprepared. The policy analyst will work to advance such policies at the federal and/or state levels and across adult education and training systems (e.g., higher education, adult education, workforce development, and career-technical education).

DUTIES:

  • Under the supervision of the senior policy analyst, contribute original products to C-PES' work around advancing higher education and workforce development (including adult education) policies that improve access and completion of postsecondary education by low-income adult students, with an emphasis on those who are initially underprepared.
  • Promote changes in federal and state systems and policies to achieve this goal, including ensuring that students: have access to seamless onramps to postsecondary education from a variety of basic skills systems; receive robust financial and non-financial support; can accelerate their time to a credential; and are well-connected to employers and work experience throughout their education and upon completion.
  • Identify and develop other key elements of the federal and state policy agenda as opportunities arise.
  • Contribute to a national dialogue about the unique financial and non-financial needs of low-income adult college students and the federal and/or state policies that can help or hinder their success, including by developing highly effective written and visual materials and presentations and by working closely with partners on broader communications strategies.
  • Conduct policy analysis, identify promising policy options, and assess strengths and weaknesses of policy and legislative proposals in regard to higher education, adult education, and workforce development, including researching and writing papers, policy briefs, and web postings, and analyzing available data.
  • Monitor, synthesize, and report on findings from academic and other research organizations with relevance to substantive areas of work. 
  • Track and analyze legislative and regulatory developments.
  • Represent CLASP and speak to a wide variety of audiences on substantive areas of work.
  • Participate and play a leadership role in outside meetings, coalitions, and networks.
  • Actively participate and exercise a leadership role in team meetings and other CLASP committees and activities.
  • Effectively carry out administrative responsibilities, such as project management and grant reporting.

JOB QUALIFICATIONS:

  • Expertise in federal and/or state postsecondary education policies, particularly student financial aid.
  • Awareness of workforce development and/or adult education policies.  
  • Commitment to improving the circumstances of vulnerable and low-income people and communities of color, particularly low-income and underprepared students.
  • Ability to synthesize and effectively communicate ideas persuasively and creatively to influence diverse audiences.
  • Demonstrated capacity to think strategically and advance a policy agenda.
  • Ability to manage complex and multiple tasks and produce deliverables within required timelines.
  • Ability to identify, understand, and develop responses to technical assistance needs, including translating policy ideas to states and regions and disseminating best practices.
  • Exceptional research, analytical, written and oral communication, and technology skills.
  • Capacity to work both independently and collaboratively as part of a team, with a drive to contribute original work.
  • Ability to analyze, summarize, and interpret complex quantitative and qualitative data is desirable.
  • At least two (2) years of policy analysis experience within relevant content areas is required.
  • Master's degree in public policy, administration, management, or other relevant field is strongly preferred.  Bachelor's degree is required.
