[YEP-DC] Call for Reviewers

The Office of the State Superintendent of Education (OSSE) is soliciting volunteers to review Scholarships for Opportunity and Results (SOAR) Act applications. This grant is competitive and provides funding for public charter schools. The Division of Elementary and Secondary Education (ELSEC), within the Office of the State Superintendent of Education (OSSE), is soliciting volunteer Peer Reviewers to review Scholarships for Opportunity and Results (SOAR) Act applications. ELSEC is looking for individuals with a Bachelor's degree, three to five years' experience within the public charter school community, previous grant review experience and no direct or indirect affiliation with an organization that has currently applied for a charter from the DC Public Charter School Board or submitted an application for either of the listed grant(s).

 

The purpose of the funding is to address two impact areas:

o   Innovative funding to improve school performance and educational outcomes; and

o   Effective facility financing and funding to increase the number of quality public charter school seats.

 

Grant Funding Categories:

 

q  Increasing Academic Quality

The purpose of funding is to support a direct and rapid (within two years) impact on overall charter school academic achievement or on the achievement of historically under-performing subgroups.

 

Seeking Peer Reviewers that have knowledge, skills and/or expertise in Early Childhood, Elementary and Secondary Education, College and Career Readiness, Data Analysis, Curriculum Design, Educational Leadership, Differentiated Instruction and Understanding of Public Charter School Sector.

q  Addressing Special Populations

The purpose of funding is to support and implement special education classrooms by existing OSSE grantees and/or funding to serve special populations (e.g. English Language Learners, homeless, foster, etc.) with high achievement gaps.

 

Seeking Peer Reviewers that have knowledge, skills and/or expertise in Early Childhood, Elementary and Secondary Education, experience with special populations (mentioned above), English/Language, Arts/Reading, Special Education and Understanding of Public Charter School Sector.
 

q  Investing in Public Facility Projects

The purpose of funding is to support renovation/reconstruction of former DCPS or other District-owned facilities released by the District for lease by public charter schools.

 

Seeking Peer Reviewers that have knowledge, skills and/or expertise in Early Childhood, Elementary and Secondary Education, Finance, Rehabilitation and School Expansion, Construction Project Evaluation, and Understanding of Public Charter School Sector.

q  Influencing Replication and Growth

The purpose of funding is to support the replication and expansion of new charter schools by funding planning and development of a new facility to increase the number of high-quality seats available.

 

Seeking Peer Reviewers that have knowledge, skills and/or expertise in Early Childhood, Elementary and Secondary Education, Finance, Rehabilitation and School Expansion, Construction Project Evaluation, Charter School Start-up and Implementation and Understanding of Public Charter School Sector.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 REVIEWER REQUIREMENTS

In addition to the knowledge, skills, and expertise above, peer reviewers must also meet the following terms.

·         Availability: Reviewers must complete and submit the attached application, resume or curriculum vitae to opcsfs.funding@dc.gov by 5:00 p.m. March 21, 2013, be available for a webinar orientation on March 25, 2013, (10-11 a.m.) or (2-3 p.m.), and available to review applications from March 27 through April 8, 2013.

 

·         Tools: Each reviewer must use a computer (with Microsoft Word and Acrobat installed). Google Docs or Dropbox will be used to access applications.

 

·         Quality of Review: Each reviewer must provide detailed, objective, constructive and well written responses to the rubric criteria for each application. The reviews will be used to recommend applications for funding and rubric information will be shared with applicants following the reviews to assist them with strengthening future submissions.
