In 2010, 11 States and the District of Columbia were awarded grants in the first two phases of Race to the Top to implement bold and ambitious reform plans. After four years, States have undergone the processes of design, development, implementation, and continuous improvement of their unique reform plans.
As part of the Department’s program review process, the Implementation and Support Unit (ISU) will be creating a comprehensive report on the progress and implementation of States’ Race to the Top plans. The report will highlight how more students are being prepared to succeed in college and other advanced training programs in a competitive global economy. It will show how teachers and principals are getting higher quality support, coaching, and professional learning opportunities to help their students succeed. And it will also look at how in States and districts, innovative leaders are transforming their school systems into 21st century organizations in order to respond to new, higher expectations of students, educators and parents.
Responsibilities:
· Work closely with ISU staff in outlining and developing the first draft of the Race to the Top comprehensive report during the summer of 2014.
· Frame appropriate research questions.
· Produce the first draft of the Race to the Top comprehensive report.
· Conduct interviews of State staff and/or others involved in field-level implementation.
· Distill key information from State Specific Reports into a high level draft of the comprehensive report.
· Provide quantitative and qualitative analysis of States’ program implementation across all reform areas based on information in existing State Specific Reports and data in the Annual Performance Report.

Eligibility:
· Must be currently enrolled at an accredited educational institution.
· Have permission of the institution at which he/she is enrolled to participate in internship program.
· Be enrolled not less than half time in a course of study related to the work to be performed.
· Candidates for a Graduate level degree in Public Policy, Public Affairs, Journalism, or related field preferred.

Background on Race to the Top:
On February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA), historic legislation designed to stimulate the economy, support job creation, and invest in critical sectors, including education. The ARRA lays the foundation for education reform by supporting investments in innovative strategies that are most likely to lead to improved results for students, long-term gains in school and school system capacity, and increased productivity and effectiveness.
The ARRA provided $4.35 billion for the Race to the Top Fund, a competitive grant program designed to encourage and reward States that are creating the conditions for education innovation and reform; achieving significant improvement in student outcomes, including making substantial gains in student achievement, closing achievement gaps, improving high school graduation rates, and ensuring student preparation for success in college and careers; and implementing ambitious plans in four core education reform areas.
