[YEP-DC] Lead Analyst - District Policy Studies

NCTQ (www.nctq.org) has an opening for a Lead Analyst in our District Policy Studies branch, where we examine policies and practices governing the teaching profession at the school district level as well as assist local communities in bringing about needed reforms.

The primary responsibility of this position is to execute studies of specific districts. At the invitation of local community organizations, NCTQ conducts in-depth analyses of select districts' teacher policies, at a rate of approximately four studies each year. These analyses lay out a reform blueprint not only for school districts and teachers unions but, importantly, community advocates who can then push for reforms after our study has been delivered.

Much of the district work relies on data obtained from our Tr3 database(www.nctq.org/tr3), where we post the content of collective bargaining agreements, state laws and school board policies from over 100 school districts.

This position reports to the Managing Director of District Policy (one of three department heads at NCTQ).

RESPONSIBILITIES

  • Coordinate with the local partners, school district, and teachers' union.
  • Conduct site visits to study locations. This typically includes a week on-site running teacher, principal and community member focus groups; conducting interviews with district and union leaders and other stakeholders; and meeting with all data contacts to establish data collection requirements for each project.
  • Work with district officials to ensure the timely collection of the data needed to conduct the study.
  • Design, implement and analyze surveys administered to teachers and principals in the district.
  • Assign and oversee the work given to remote analysts for analyzing data.
  • Generate new ideas for projects/research; develop practical policy solutions in response to new research findings and challenges faced by school districts.
  • Contribute posts to NCTQ's PDQ blog.

QUALIFICATIONS/SKILLS

The personal attribute we seek most is a strong analytical and creative thinker, someone who can zero in on the essence of a problem and devise imaginative but feasible policy solutions. We also require someone with superior writing skills who has the ability to communicate using straightforward language even when the issues themselves are far from straightforward.

As for background, it is important to have had some experience working for a school district or teachers' union in order to have gained a good appreciation of the complexities of the issues we work in, but also to establish trust and bring credibility to our analysis.

We require someone with outstanding organizational skills to manage a substantial amount of data. Some experience handling large databases will also be a big plus. We use "Filemaker" for processing the data we obtain from school districts.

All of our employees must also have strong knowledge of education policies and trends, particularly in regards to the teaching profession. We also require persons who have exceptional academic backgrounds and who are highly motivated, are passionate about the need for reform and who enjoy working independently.
