    World Learning seeks up to four Program Officers (PO) for the U.S. Department of State-funded Fulbright Foreign Student Program for East Asia and the Pacific to be based in Washington, DC.
     
    Duration: October 1, 2013 for up to four years. Recruitment contingent upon successful award of the project.
     
    On behalf of various funders, World Learning administers academic exchange programs for undergraduate and graduate students in the U.S. and other countries. Programs vary in duration from one semester to several years, depending on whether a student is seeking a degree or pursuing non-degree studies. These programs often have both academic and cultural components, with students engaging in full-time studies, community service, practical internships, and enrichment activities.
     
    *Specific responsibilities include:*
    - Liaises with the U.S. Department of State, Bureau of Educational and Cultural Affairs, U.S. embassies and Fulbright Commissions related to all aspects of program implementation.
    - Manages the student application process by ensuring the timely submission of requisite university paperwork, obtaining necessary test scores, communicating with the universities, and monitoring the admissions process.
    - Maintains student caseload which includes monitoring the students' progress, counseling them on academic, financial, and personal matters, preparing status reports, working closely with key university contacts, and keeping the funder updated on key student developments.
    - Ensures a comprehensive filing system is in place for all students.
    - Provides students with pre-departure orientation information and upon
    their arrival in the US, conducts an orientation that includes an introduction to the US, review of program procedures, university program information, health insurance information, and a discussion of funder policies and regulations.
    - Manages J-1 visas, issue DS-2019s (as required), and ensures that students are in SEVIS compliance for the duration of their programs.
    - Coordinates student arrival and return travel arrangements.
    - Prepares and oversee student budgets, tracks and monitors all student program costs, ensures monthly check disbursements, authorizes allowable payments, works closely with Finance staff.
    - Conducts limited travel to host universities for site visits and prepare reports.
    - Ensures that students identify and engage in appropriate enrichment activities.
    - Ensures that tax documentation is filed in accordance with IRS regulations.
    - Ensures that all students are enrolled in the appropriate health and accident insurance plan.
    - Contributes to the completion of high-quality program reports for funders.
    - Implements program monitoring and evaluation strategy.
    - Maintains an active presence on program social networking sites.
    - Assumes other program management, execution, and improvement activities as assigned.
     
    Qualifications:
    - M.A./M.S. plus three years of related work experience or a B.A./B.S. and five years of related work experience.
    - Experience working with the U.S. higher education community.
    - Strong cross-cultural and communications skills.
    - Foreign language proficiency.
    - Energetic and strong team player.
    - Excellent organizational ability.
    - International experience.
    - Computer proficiency, including Excel.
    - Experience with U.S. Government exchange programs, particularly the Fulbright Program, desirable.
    - SEVIS and visa experience desirable.
    - Regional experience desirable.
