Senior Program Associate
The Finance Project, a specialized non-profit research, consulting, technical assistance and training firm, is seeking qualified applicants for Senior Program Associate. Working with policymakers, practitioners, researchers, technical experts, foundation staff, and others across the country, The Finance Project identifies issues and challenges and develops and analyzes approaches and strategies to financing and sustaining promising initiatives in education, early care and learning, out-of-school time, community building and development, and other supports and services for children, families, and communities. Anticipated assignments for a new Senior Program Associate focus on researching strategies for financing:
· Early childhood and early learning initiatives, including Head Start, Early Head Start, pre-K, and early intervention programs to improve school readiness and early literacy;
· After-school and extended learning opportunities provided through schools and community organizations;
· Education reform initiatives in public schools and public charter schools;
· Youth development programs and services;
· Community economic development;
· Criminal justice, including juvenile justice programs and services;
· Child welfare, including supports and services for youth aging out of foster care;
· Family support and strengthening.
The Finance Project seeks qualified candidates with knowledge of policy, program and systems reform financing and sustainability, with significant experience in research and fiscal analysis, tool development and testing, technical assistance and training.
Duties of the Senior Program Associate
Among the types of activities that the Senior Program Associate may participate are:
- Developing knowledge aimed at understanding current issues, trends, and options in financing and sustaining education reforms and initiatives, including producing conceptual frameworks, collecting and synthesizing data from the field, and analyzing public policies.
· Developing tools to assist policy makers and program developers in taking steps to strengthen finance and sustainability, including briefs and related products on financing strategies, catalogs of federal and other funding sources, and assessment and strategy development guides.
· Providing technical assistance and program management for funders and networks of grantees, including delivering trainings, facilitating strategic planning, conducting analyses, and brokering information and other relevant resources.
· Disseminating and brokering information to relevant audiences through developing and producing a variety of publications, organizing and participating in broad-based and tailored forums, creating and operating websites, and using other communication vehicles.
· Developing knowledge aimed at understanding issues, trends, and options in financing and sustaining programs for children and families, including producing conceptual frameworks, conducting empirical research, and analyzing public policies;
· Provides expertise in data collection, analysis and interpretation; tool development and application; technical assistance and training related to specific content areas.
· Works productively and collaboratively on multi-disciplinary project teams.
· Writes clearly and effectively for a variety of relevant audiences, including non-technical audiences.
· Demonstrates strong public presentation skills with experience and expertise in video-conferencing and teleconferencing, as well as more traditional on-site presentations.
Responsibilities may include:
· Conducting site visits, planning and delivering technical assistance to meet site needs and facilitating sustainability planning processes;
· Writing fact sheets, promising practices, strategy briefs, proposals, policy analyses and other written products;
· Planning and conducting audio conferences, webinars, presentations, trainings, policy forums and other activities to deliver technical assistance and build the field; and
· Conducting research and developing policy tools.
Minimum Qualifications
Applicants should have:
- At least a master's degree in child development, education, public policy, public or business administration, or a related field;
- 10 years of work experience in relevant policy areas such as public or private finance, education, or other services for children, youth, and families
- Outstanding computer skills and proficiency in the use of Word, PowerPoint, Excel and other software programs;
- Demonstrated research and data analysis skills.
- Experience in the delivery of technical assistance and training for specialized audiences of policy makers, government program managers;
- Excellent writing, and oral communication skills; and
- Experience in project management and business development is preferred.
The ideal candidate will demonstrate:
- Knowledge of education, children and family services issues, including but not limited to, understanding of:
- Financing strategies and funding sources;
- Fiscal analysis and mapping;
- Budgeting and cost benefit analysis;
- Nonprofit governance issues; and
- Tribal, and other cultural, linguistic, and ability diversity issues
- Considerable skills in conducting training and providing technical assistance
- Deep understanding of current issues, trends, and options in financing and
sustaining education reforms and initiatives and community economic development
- Effective strategies for managing multiple project tasks/deliverables
- Ability to work well with cross-disciplinary teams
- Familiarity with social policy financing issues and/or the desire to learn
- Able to travel up to 30% of the time
- Strong research and writing skills
