Position Opening: Director of State Policy
GENERAL SUMMARY
The International Association for K-12 Online Learning (iNACOL) is seeking a director of state policy to lead state policy advocacy for a not-for-profit, 501(c)3 membership association focused on K-12 online and blended learning, competency education and new learning models. Our strategy is focused in 3 main areas: 1) policy advocacy, 2) quality assurance and 3) new learning models.
ESSENTIAL DUTIES & RESPONSIBILITIES
iNACOL is seeking candidates with experiences working in state-level public policy environments (gubernatorial, state legislative offices or advocacy organizations operating at the state level) writing policy recommendations related to K-12 education, accountability, quality assurance and performance-based learning/funding models.
The director of state policy will provide advocacy in coordination with the field of K-12 online and blended learning innovators. The director of state policy will write and prepare testimony, comments and feedback on proposed regulations to state policy makers, legislative hearings, and events in state capitols.
The director of state policy provides targeted, ongoing technical assistance with key elected state officials and government representatives on key issues, writes issue briefs and provides recommendations, identifies potential champions and supporters among legislators and policy leaders. The director of state policy establishes and maintains relationships with elected officials, legislative and gubernatorial staff and other state leaders and representatives. Candidates should be familiar with education policy, key issues in digital learning, competency-based learning, writing and analyzing education legislation, working on state education funding formulas, accountability and quality assurance issues, and fiscal issues.
Under the leadership of the Vice President for Federal and State Policy and in coordination with the policy team and other iNACOL staff, the position identifies and builds relationships with sister organizations operating at the state level in each state to collaboratively advance the student-centered, digital learning advocacy mission. The director of state policy also organizes special events for the state policy makers, media, parents, students, public and digital learning supporters, such as legislative briefings and breakfasts, hosts webinars, forums, student panels and site tours designed to enhance the visibility of digital learning.
The director of state policy coordinates advocacy in each state and keeps members updated on key issues for advocacy; keeps staff and supporters apprised of legislative and advocacy activities via internal and external informational alerts as well as through the website; and, tracks legislative activities and current events in state capitols, reporting them to the key internal and external constituencies.
The Director of State Policy:
· Works with the Vice President for Federal and State Policy and the rest of the policy team to support advocacy efforts on developing state policy.
· Develops and writes issue briefs, background materials, recommendations, reports and model state legislative language.
· Creates state policy frameworks for high-quality, new learning models powered by competency-based, online and blended learning.
· Develops and maintains positive and productive working relationships with elected state officials and other key state policymakers.
· Maintains open and effective communications with iNACOL committees, partners and constituencies.
· Testifies before state legislative committees, responds to requests for feedback and contacts individual policy leaders to explain iNACOL positions and recommendations with professional writing and formatting consistent with iNACOL's policies.
Qualifications:
· A passion and sense of urgency for advancing equity for all students in K-12 education.
· Strong background in government relations, policy/advocacy, and legislative affairs at the state level.
· Experience working on public education policy issues.
· Knowledge of K-12 education policy issues, state education funding models, quality assurance and online/blended learning.
· Excellent written and verbal communication skills.
· Strong professional organization skills; ability to meet deadlines and manage heavy workloads during sessions and while travelling.
· Bachelor's degree required; Master's degree preferred.
ORGANIZATIONAL RELATIONSHIPS
· The Director of State Policy reports to the Vice President for Federal and State Policy, works closely with other members of the policy team, and coordinates with other iNACOL staff.
COMPENSATION
