Senior Associate, Analysis, Federal Policy
Organization Summary:
The Data Quality Campaign (DQC) is a national, collaborative effort to support state policymakers and
other key leaders to promote the effective use of data to improve student achievement. During 2013–15
DQC will focus on the following goals:
1. Demonstrate the value of data.
2. Position data priorities through policy lenses.
3. Encourage the implementation of data priorities to build capacity.
Job Description:
Contribute to DQC's efforts to implement federal policy strategies designed to support DQC's mission to
support state policymakers and other key leaders to promote the effective use of data to improve
student achievement.
Essential Job Functions:
Analysis
• Analyze DQC education data policy initiatives; consult with policy, advocacy, and research team
to determine which should be advocated for at the federal level.
• Summarize and interpret relevant court decisions, legislation, and executive actions for internal
use.
• Advise director on which federal requests for comment, legislation, and executive orders DQC
should take action on when invited.
• Manage projects that contribute to the implementation of national and federal policy initiatives.
Framing
• Author effective materials related to DQC's education data policy priorities for federal officials'
consumption.
• Draft responses to federal requests for comment.
• Work with DQC policy staff to generate strategies to address emerging issues in the federal
arena.
Communication
• Respond effectively to requests for information and policy assistance from federal policymakers,
national partners, and the DQC team.
• Conceptualize, manage, and execute special projects, often in collaboration with external
partners.
• Inform policy and communications staff about current events in federal education data policy.
Seek information from policy and communications staff about current eventsin states and
national partner organizations.
• Support executive director with preparation for events and meetings.
Knowledge, Skills, and Abilities:
• Comprehensive understanding of policy process and strategies for issue advocacy.
• Excellent written and oral communication skills and demonstrated experience in writing, editing,
and producing written materials.
• Ability to work as part of a collaborative team in a fast-paced, constantly changing environment.
• Ability to assume responsibility and take independent action.
• Ability to successfully juggle multiple projects and competing priorities on a deadline.
• Competency in relevant computer software programs, such as Word, Excel, and PowerPoint.
• Passion for improving student achievement and intellectual curiosity about education policy
issues.
Education and Experience:
• Master's degree in public policy, education research, or related content area preferred.
• Bachelor's degree in public policy, education research, or related field required.
• 4–6+ years of required work experience with state and federal policymaking process and
implementation.
• 4–6+ years educational and practical experience with education policy landscape, including key
players, issues, policies, programs, and initiatives.
• Demonstrated experience in building and nurturing partnerships with researchers, nonprofit
organizations, and policymakers and the ability to work effectively with a variety of colleagues,
funders, and state and federal officials.
• Excellent proficiency in policy analysis and research synthesis skills with the ability to conduct
quantitative and qualitative analysis and disseminate the results to targeted audiences.
• Demonstrated experience in project management and track record of successfully completing
projects efficiently and on time; strong project management, problem solving, and
organizational skills.
• Equivalent combination of education and experience from which comparable knowledge and
abilities have been acquired may be considered.
Compensation:
