Director, Teacher Leadership position with DC Public Schools

DCPS serves over 46,000 students in the nation's capital through the efforts of approximately 4,000 educators in 111 schools. As part of a comprehensive reform effort to become the preeminent urban school system in America, DCPS intends to have the highest-performing, best-paid, most-satisfied, and most-honored educator force in the nation and a distinctive Central Office staff whose work supports and drives instructional excellence and significant achievement gains for DCPS students.


The Director, Teacher Leadership will manage a team charged with the design and execution of the district's long-term strategic vision for teacher-leadership. In 2012, supported by a $62 million Teacher Incentive Fund (TIF) grant, the DCPS Office of Human Capital launched an unprecedented effort to dramatically transform leadership opportunities for teachers in the district. This has included the rollout, during the 2013-14 school year, of DCPS's Teacher Leadership Innovation (TLI) pilot – a unique opportunity for teachers and school leaders to design and implement innovative teacher leadership roles that allow teachers to spend part of the day teaching and part of the day coaching other adults in their buildings. Designed at the school level, with support from central office, TLI teacher-leader roles are specifically tailored to schools' needs and priorities.

 

The Director, Teacher Leadership will lead the continued innovation and implementation of the Teacher Leadership Innovation (TLI) pilot that has been scaled to reach 30 schools and over 100 teacher-leaders across the district in the 2015-16 school year. The Director will also lead the team in the design and execution of additional external and internal teacher-leadership initiatives, and will ultimately be responsible for designing a long-term, scalable model for teacher leadership that can be expanded across the district and sustainable beyond the end of the TIF grant in 2017.


The Director, Teacher Leadership will report to the Deputy Chief of Human Capital for Teacher Effectiveness.

 

Essential Duties and Responsibilities

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.

 

1.     Defines DCPS's vision for teacher leadership

  • Leads a team of five that is responsible for defining a long-term strategic vision for teacher-leadership in the district that is both scalable and sustainable
  • Manages high-level external partnerships and drives programmatic improvements aligned with DCPS's long-term vision
  • Cultivates collaboration with key stakeholders across DCPS including instructional superintendents, school leaders, and central office leaders in other offices

·       Oversees the design of quantitative and qualitative data analyses based on surveys, interviews, focus groups, and teacher evaluation data to measure the impact of teacher-leadership initiatives

 

2.     Leads the Teacher Leadership Innovation (TLI) pilot

  • Leads the team in the continued innovation and implementation of the TLI pilot, including partnering with teacher leaders and school leaders in TLI pilot schools as they design and implement innovative teacher leadership roles
  • Regularly visits pilot schools to observe the work of teacher leaders, evaluate the implementation of the teacher leader roles, and ensure that schools are getting the support and resources needed to be successful
  • In partnership with Leading Educators, oversees the design of programming for participants including individualized coaching, professional development workshops, summer intensives, school visit, and professional learning communities for teacher leaders

 

3.     Oversees the financial management of DCPS's $62 million TIF grant

  • Directly supervises a Specialist, Teacher Leadership in managing the grant
  • Oversees the design and implementation of systems to track existing grant expenditures, creation of financial models to project future expenditures, and recommendations regarding the financial sustainability of grant-funded programs in future years
  • Oversees communication with the TIF Program Officer at the Department of Education, including providing regular updates on the status and implementation of the grant, drafting formal biannual performance reports and maintaining records of all updates to and changes in grant activities
  • Guides the Specialist in managing relationships with numerous DCPS central office departments essential to the implementation of the TIF grant, including the Office of the Chief Financial Officer, the Office of Contracts and Acquisitions, the Office of Student Enrollment and School Funding, and various teams within the Office of Human Capital (Operations, IMPACT, Principal Effectiveness) to ensure the effective monitoring and implementation of the grant
  • Oversees all contracting and procurement related to the TIF grant

 

4.     Oversees other teacher-leadership and support initiatives

  • Oversees the design and implementation of the Teachers' Central to Leadership Fellowship (a five-week summer fellowship for DCPS teachers) and the Chancellor's Teachers' Cabinet (an advisory panel of teachers that meets with Chancellor Kaya Henderson monthly)
  • Oversees the planning and execution of New Teacher Orientation, a two-day professional development experience for approximately 600 teachers entering their first year in DCPS

 

5.     Manages DCPS's research partnership with the University of Virginia and Stanford University

  • Manages DCPS's partnership with Professor Thomas Dee (Stanford Graduate School of Education) and Professor James Wyckoff (University of Virginia, Curry School of Education) to explore the effect that DCPS's teacher evaluation and performance-based compensation systems, IMPACT and IMPACTplus, have had on teacher performance and teacher retention; initial results have been published as an NBER working paper and reported in The New York Times, Washington Post, and elsewhere

 

Qualifications

·       Bachelor's degree and a minimum of five to seven years of related work experience

·       Master's degree preferred

·       Previous teaching experience required

·       Experience in a teacher-leadership role (e.g., grade level chair, department chair) very strongly preferred

·       Experience designing and facilitating professional development for educators

·       Experience successfully managing a team

·       Outstanding strategic thinking skills

·       Creative and solutions-oriented

·       Strong organizational skills, including keen attention to detail and the ability to adhere to strict deadlines

·       Excellent written and oral communication skills

S/he will support the relationship with Leading Educators, an external partner who specializes in training teacher leaders, to design professional development for teacher leaders and school leaders, partner with schools to ensure that teacher leader roles are being implemented as designed and that educators have the resources they need to be successful, visit and observe pilot schools on a regular basis, maintain and analyze data, and work to plan for the next cohort of TLI schools, including recruitment, selection, and onboarding of schools and teacher leaders. 

 

The Coordinator will also support the Director of the team in designing and executing the district's long-term strategic vision for teacher-leadership.  S/he will work with members of the Teacher Leadership team to research best practices in teacher leadership both within DCPS and across the country to ultimately design a long-term, scalable, sustainable model for teacher leadership that can be expanded across the district.


The Coordinator, Teacher Leadership will report to the Manager, Teacher Leadership.

o   Supports the design, implementation, and execution of the Teacher Leadership Innovation (TLI) pilot with the Manager, Teacher Leadership

o   Executes the recruitment and selection process for a fourth cohort of TLI schools that includes an application, interview, and classroom observations for qualified schools

o   Serves as the key point of contact and liaison between schools and the Teacher Leadership team in central office

o   Plays a key role in defining the district's long-term strategic vision for teacher-leadership that is both scalable and sustainable, in collaboration with other members of the Teacher Leadership team

 

·      School Support

o   Partners with teacher-leaders and school leaders in TLI pilot schools as they design and implement innovative teacher leadership roles

o   Creates and executes a communication plan to ensure that schools are getting the support and resources needed to be successful

o   Supports the onboarding of school leaders and teacher-leaders for the third cohort including induction, role design, and school budgeting in advance of implementation

 

·      Partnership with Leading Educators to Deliver High-Quality Teacher Leader Development

o   Collaborates with Leading Educators to design, execute, and co-facilitate programming opportunities for participants including professional development workshops, summer intensive sessions, school visits to pilot schools, and professional learning communities for teacher leaders

o   Communicates with leadership coaches and team members from Leading Educators to ensure consistent and high-quality supports for all participants

o   Conducts regular check-ins with Leading Educators coaches and program team members to ensure accountability for support in schools and monitor the effectiveness of the coaching and programing

 

·      Finances

o   Works with school leaders to ensure that teacher-leader roles are financially sustainable at the school level

o   Collaborates with central office teams and school leaders to create school budgets that allow for release time for teacher leaders

o   Works with external partners to execute the contract as outlined by the Teacher Incentive Fund Grant from the US Department of Education

 

·      Data Analysis

o   Collaborates with other members of the Teacher Leadership team to design and implement systems for collecting school-level and program-level data to measure the impact of teacher leadership initiatives on a school

o   Supports the collection and analysis of school-based data that informs the design of the TLI program and evaluates the effectiveness of the pilot at a school and program level

 

·      Communications

o   Communicates regularly with TLI teacher-leaders and school leaders

o   Cultivates relationships with key stakeholders across DCPS including instructional superintendents and leaders in other offices to build investment and ensure the continued support of the TLI program

 

Qualifications

·       Bachelor's Degree and two to four years of related work experience

·       Master's degree preferred

·       Teaching experience required

·       Experience in a teacher-leadership role (e.g., grade level chair, department chair) strongly preferred

·       Strong organizational skills, including keen attention to detail, and the ability to adhere to strict deadlines

·       Outstanding interpersonal and teamwork skills

·       Excellent written and oral communication skills

·       Excellent time-management

·       The ability to learn quickly, work in a fast-paced environment, and multi-task effectively

·       The ability to proactively identify challenges and work to find solutions
