Achieve is an independent, nonpartisan, nonprofit education reform organization dedicated to working with states to raise academic standards and graduation requirements, improve assessments, and strengthen accountability. Created in 1996 by a bipartisan group of governors and business leaders, Achieve is leading the effort to make college and career readiness a priority across the country so that students graduating from high school are academically prepared for postsecondary success. When states want to collaborate on education policy or practice, they come to Achieve. At the direction of 48 states, and partnering with the National Governors Association and the Council of Chief State School Officers, Achieve helped develop the Common Core State Standards. Twenty-six states and the National Research Council asked Achieve to manage the process to write the Next Generation Science Standards. Achieve has also served as the project manager for states in the Partnership for Assessment of Readiness for College and Careers, which are developing next generation assessments. POSITION SUMMARY

 

The State Policy and Implementation Support team catalyzes and facilitates states' development, adoption and implementation of college- and career-ready standards, graduation requirements, assessments, and accountability and reporting systems, all of which are designed to better prepare all students for success in college and careers. All team members provide direct support to states as they develop, adopt, and implement college- and career-ready standards, graduation requirements, assessments and accountability systems. The Senior Policy Associate is responsible for working with states to support an integrated, coherent approach to college-and career-ready competency-based pathways.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Monitor and evaluate state efforts to advance and implement the college-and career-ready agenda.

  • Leverage Achieve's content and research management system to proactively identify opportunities to provide highly strategic, tightly focused support to states in order to advance our organization's goals.

  • Respond to inquiries from state leaders and policy organizations regarding Achieve's research and policy work related to advancing and implementing the college-and career-ready agenda.

  • Provide direct support to select identified states in implementing strategies and refining policy development support to advance the college-and career-ready policy agenda.

  • Contribute to the State Policy and Implementation Support Team's strategic planning, including helping develop, execute and monitor strategies for working with states to help them adopt and implement policies consistent with the college-and career-ready agenda.

  • Support the Competency-Based Pathways State Partnership states in reaching policy and implementation milestones for competency-based graduation requirements, assessments and accountability systems through monthly state-specific support calls, feedback on draft documents, and other support mechanisms.

  • Provide planning and implementation support for convenings and webinars, including drafting materials, coordinating logistics, and providing on-site support.

  • Collaborate with Achieve's communications team to create strategy to increase visibility of competency-based policy efforts in states.

  • Assist in planning and facilitating conversations with state leaders and national experts and partners about attributes, processes and infrastructure for assessments to validate instructional-level determinations of student proficiency/mastery of college-and career-ready standards.

  • Assist in convening civil rights/student advocacy groups along with state leaders and assessment experts to provide equity considerations/recommendations for development of performance assessments in high school (aligned to competency-based attributes).

  • Provide support to collaborative efforts to develop guidance, quality rubrics, protocols for performance-based assessments in high school aligned to both college-and career-ready standards and competency-based attributes, in conjunction with a working group of state leaders, assessment experts and practitioners.

 

 

SUPERVISORY RESPONSIBILITIES

MINIMUM REQUIREMENTS

The ideal candidate has a Masters degree in public policy, an analytic discipline or an education-related discipline and a minimum of 6 years of experience in the education policy arena. This position will include some travel.

  • Knowledge of state education and reform processes.

  • Effective planning and management skills.
  • Ability to work well in a team environment.
  • Persistence, resourcefulness, drive and ability to work proactively.
  • Extensive experience with research, development, and analysis.
  • Outstanding written communication skills including writing, editing, fact checking, and translating information for different audiences.
  • Proven ability to manage multiple short and long-term projects in a fast-paced environment under considerable pressure and tight deadlines.
