The Prince George's County Public Schools' (PGCPS) Human Resources Department is entering an exciting period of transformation, under the leadership of its new superintendent, Kevin Maxwell and the County Board of Education. The goal of the HR transformation is to improve HR's delivery of services and support to schools, allowing schools to focus on improving student achievement. PGCPS has posted over 30 unique positions as part of this effort. Among the positions, PCCPS is looking to fill 5 strategic senior leadership roles on its HR team.  An ideal candidate will be results-oriented with a track record of success implementing human capital reform efforts and possess strong communication and collaboration skills.

Under the direction of the Director, Human Resources Operations and Staffing, the Senior Human Resources Partner leads a team of Human Resources Partners in providing strategic human resources/human capital management services to support an assigned group of schools or departments. The Senior Partner provides oversight, managerial leadership and support to their assigned team of professional and support staff in all areas of service delivery.  Key responsibilities include working with senior division leadership to develop and efficiently implement the vision and priorities for strategic staffing and coordinating human resources services that support the full employment lifecycle (recruitment, selection, hiring, support, evaluation and retention), supervises the staffing of assigned partners and directly staffing a small group of schools or departments. The Senior Partner leads, manages and supports the use of data to drive and inform human capital decision making in support of achieving the mission, goals and objectives of the organization.


Senior Human Resources Partner Requirements:
Bachelor's degree from an accredited college or university required in Education, Human Resources, Business Administration, Public Administration, or a closely related field. Five years of progressive managerial experience in human resource/human capital management or education (teaching, building leadership) some of which has been in a large organization. Strong analytical skills that inform problem solving and decision-making capacity. Demonstrated customer service skills, leadership ability and decision-making skills. Preferred: Master's degree in the above fields; Experience with implementing human resources processes in educational settings, or employment procedures; Experience working in educational settings preferably as a teacher, administrator or central office staff.

Under the supervision of the Director of Human Resources Strategy and Workforce Planning, the Human Resources Senior Data Quality Partner has the responsibility for transforming Human Resources capacity as a data-driven organization. The Senior Partner works with division leadership to provide vision, strategy, oversight, coordination and management of data quality and data management programs that drive workforce planning and strategic decision making. The Senior Partner provides oversight, managerial leadership and support to the data quality team and sets the vision and priorities around data quality and data management programs, data collection, analyses, and reporting.  The Senior Partner leads the effort to build the use of data as an integral and embedded component of the overall Human Resources culture.  


Senior Data Partner Requirements:

Bachelor's Degree in Human Resources, Information Technology or a related technical field from an accredited college or university.  Five years of progressively responsible data management and analysis experience with three years in Human Resources or in a relevant technical field. Extensive experience with technology applications and systems (i.e. Oracle) and experience working in large organizations. Deep knowledge of best practices in HR; or a combination of equivalent of five years of education and specialized experience and skills that would meet the position requirements. Preferred: Master's Degree in the stated areas. Experience working in an urban school district or comparable governmental/public sector work preferred. Three years of demonstrated successful supervisory experience.

Reporting to the Director, Human Resources Strategy Workforce Planning the Senior Compensation and Classification Partner plays a key role and has responsibility for the strategic development and overall execution of the organization's compensation plan and classification strategies, policies and programs. The Senior Partner provides oversight, managerial leadership and support to an assigned team of Compensation and Classification Partners to implement innovative and negotiated compensation and classification programs and systems to attract and retain a talented workforce.  The Senior Partner leads focused work that includes but not limited to the design and implementation of process improvements and new compensation and classification programs with an end goal of creating a competitive advantage in the talent marketplace.  


Senior Compensation and Classification Partner Requirements:
Bachelor's Degree in Human Resources, Public Administration, Business or related field from an accredited four year college or university required.  Must have a minimum of 5+ years of progressively responsible management experience in Human Resources, with at least 3 spent in the compensation specialty in a collective bargaining environment.  Must have demonstrated successful supervisory experience, and be able to lead staff through managing change.  Demonstrated experience in benchmarking, job analysis, position descriptions, job pricing, salary structure, budgeting, trend analysis, etc. Or a combination of equivalent of five years of education and certification experience and skills that would meet the position requirements.

Reporting to the Director, Human Resources Strategy Workforce Planning, the Senior Employee Services Partner manages the customer service functions including a technical support call center and background unit for the Human Resources Division.   This position is responsible for the strategic development and overall execution of the division's delivery of employment services (transactional and strategic) and full implementation of the customer service strategy.  The Senior Partner provides oversight, managerial leadership and support to an assigned team of professional and support staff delivering employee and candidate support at all phases of the employment life cycle.  With a goal of attracting and retaining talent, the Senior Partner will create a culture of continuous improvement and ultimately achieve industry leading service performance.


Senior Employees Services Partner Requirements:
Bachelor's degree from an accredited college or university required in Education, Human Resources, Business Administration, Public Administration, or a closely related field. Five years of progressively responsible management experience in human resource/human capital management or education (teaching, building leadership) with at least 3 years in the delivery of customer service or employee support functions.  Experience working in a large organization.  Strong analytical skills that inform problem solving and decision making capacity.  Demonstrated customer service skills, leadership ability and decision making skills.

Under the supervision of the Director, Human Resources Operations and Staffing, the Senior Certification Partner has the responsibility for the strategic development, direction and overall implementation of the organization's credentialing programs. The Senior Partner provides oversight, managerial leadership and support to an assigned team of Certification Partners and support staff. Primary responsibilities include working with senior leadership to develop and efficiently implement the vision and priorities related to credentialing in support of strategic human resources/human capital management and develop and implement the strategic priorities for the Certification unit. Guides and manages the implementation and interpretation of credentialing requirements as set forth by the Maryland State Department of Education (MSDE). The Senior Partner leads, manages and supports the use of data to drive and inform human capital decision making in support of achieving the mission, goals and objectives of the organization. 


Senior Certification Partner Requirements:

Bachelor's degree from an accredited college or university in a related field required; Master's degree preferred; MSDE trained in certification and accreditation. Five years of progressive experience in leadership or supervisory positions with at least three years performing and leading credentialing work or a minimum of five years of professional teaching or administration work in or affiliated with an education program; Or a combination of equivalent of five years of education and certification experience and skills that would meet the position requirements. Must possess or be eligible for the Certified Authorized Partner designation by the Maryland State Department of Education
