[YEP-DC] Job Posting: Program Evaluator II, Baltimore City Public Schools

Job Summary:

 

City Schools' Office of Achievement and Accountability (OAA) is responsible for administering assessments with fidelity, ensuring high quality and accurate data reporting, increasing the use of research through policy analytics and program evaluation, developing formative and summative tools measuring school effectiveness, integrating and sharing knowledge of schools through the district. Through its work, OAA maximizes the use of student performance data to inform and increase data-driven decision-making.  

 

The Program Evaluator II in the School Evaluation and Accountability/Effectiveness department is responsible for contributing to OAA's development and implementation of a new system that measures the effectiveness of teachers, school leaders and schools in Baltimore City.  The Program Evaluator contributes significantly to the design, development, implementation, and maintenance of quantitative models and tools for the evaluation systems as well as associated professional development activities.

 

Essential Functions:

 

·        Assists in the development and implementation of measures for teacher, leader, and school evaluation

·        Conducts analysis on data collected from pilot/field test work for teacher, leader, and school evaluation to inform continual improvement

·        Assists in the development of a comprehensive of tools and reports that track a teacher, leader or school's progress

·        Monitors and reports teacher, school, or leader progress on their evaluation system

·        Contributes to quality control and protocol compliance related to information systems associated with teacher, school, and leader evaluation

·        Contributes to the development of the district's accountability initiatives, such as additional value-added reporting, analysis of expected outcomes, and target-setting

·        Provides consultation and technical support for formative assessments, professional development, and the operation of school networks as they relate to teacher, leader, and school improvement and accountability activities

·        Provides primary support for the Effectiveness team's response to requests for professional development and building capacity for central office, teacher and leadership use of the accountability reports and tools

·        Prepares statistical and narrative reports surfacing key policy questions based on underlying data and/or graphs, as appropriate; presents research results to the Director – Effectiveness and prepares follow up and ongoing analyses

·         Performs research assignments as directed by the Director – Effectiveness and Achievement & Accountability Officer

 

Qualifications:

·        Bachelor's degree in education or related field.  Master's or Doctorate degree preferred.  Degree must be from an accredited college or institution

·        Five years of experience with statistical assessment analysis

·        Demonstrated knowledge of statistical and mathematics methodology and protocols with strong preference for experience with value-added modeling

·        Demonstrated knowledge of instruction and educational policy, practices, and research

·         Strong oral and written communication skills; capable of communicating technical information to non-technical stakeholders including school staff, district office staff, and the community

·        Ability to manage multiple projects with high accuracy in a high pressure, deadline regulated environment

·         Proficient in the use of computer applications, including Microsoft Excel, statistical and/or data management tools such as SAS, State, or SPSS

·        Ability to demonstrate dedication to the vision, mission, goals, and objectives of City Schools so that each child will succeed
